This report presents the results of a preliminary design and cost estimating effort for a facility for the testing of control valves in Hot Dirty Gas (HDGCV) service. This design was performed by Mittelhauser Corporation for the United States Department of Energy's Morgantown Energy Technology Center (METC). The objective of this effort was to provide METC with a feasible preliminary design for a test facility which could be used to evaluate valve designs under simulated service conditions and provide a technology data base for DOE and industry. In addition to the actual preliminary design of the test facility, final design/construction/operating schedules and a facility cost estimate were prepared to provide METC sufficient information with which to evaluate this design. The bases, assumptions, and limitations of this study effort are given. The tasks carried out were as follows: METC Facility Review, Environmental Control Study, Gas Generation Study, Metallurgy Review, Safety Review, Facility Process Design, Facility Conceptual Layout, Instrumentation Design, Cost Estimates, and Schedules. The report provides information regarding the methods of approach used in the various tasks involved in the completion of this study. Section 5.0 of this report presents the results of the study effort. The results obtained from the above-defined tasks are described briefly. The turnkey cost of the test facility is estimated to be $9,774,700 in fourth quarter 1979 dollars, and the annual operating cost is estimated to be $960,000 plus utilities costs which are not included because unit costs per utility were not available from METC.
