Since the German edition of this book, the topic of risk has experienced even greater attention, not only in the world of science but also in other fields, such as economics and politics. Therefore, many new publications have evolved. To keep with the idea of an encyclopedia for the topic of risk, this book has been completely reworked. Not only are many updated examples included in chapter “Risks and disasters” but also new chapters have been introduced, such as the chapter “Indetermination and risk”. This new chapter was developed since the question “Is it possible for risks to be completely eliminated, and if not why?” has become a major point of c- cern. Therefore, especially in this chapter, the focus of the book has - tended from a simple mathematical or engineering point of view to include much broader concepts. Participatory Processes for Natural Resource Management Ortwin Renn University of Stuttgart, Stuttgart, Germany Need for analytic-deliberative processes Inviting the public to be part of the decision making process in natural resource management has been a major objective in European and American environmental policy arenas. The US-National Academy of Sciences has encouraged environmental protection agencies to foster citizen participation and public involvement for making environmental policy making and natural resource management more effective and democratic (Stern and Fineberg 1996). The report emphasizes the need for a combination of assessment and dialogue which the authors have framed the "analytic-deliberative" approach. Unfortunately, early public involvement of the public in deliberative processes may compromise, however, the objective of efficient and effective policy implementation or violate the principle of fairness (Cross 1998, Okrent 1998). Another problem is that the public consists of many groups with different value structures and preferences. Without a systematic procedure to reach consensus on values and preferences, the public's position often appears as unclear (Coglianese 1997, Rossi 1997). Participatory processes are thus needed that combine technical expertise, rational decision making, and public values and preferences. Land use and land cover (LULC) as well as its changes (LUCC) are an interplay between bio-geophysical characteristics of the landscape and climate as well as the complex human interaction including its different patterns of utilization superimposed on the natural vegetation. LULC is a core information layer for a variety of scientific and administrative tasks(e.g. hydrological modelling, climate models, land use planning).In particular in the context of climate change with its impacts on socio-economic, socio-ecologic systems as well as ecosystem services precise information on LULC and LUCC are mandatory baseline datasets required over large areas. Remote sensing can provide such information on different levels of detail and in a homogeneous and reliable way. Hence, LULC mapping can be regarded as a prototype for integrated approaches based on spaceborne and airborne remote sensing techniques combined with field observations. The book provides for the first time a comprehensive view of various LULC activities focusing on European initiatives, such as the LUCAS surveys, the CORINE land covers, the ESA/EU GMES program and its resulting Fast-Track- and Downstream Services, the EU JRC Global Land Cover, the ESA GlobCover project as well as the ESA initiative on Essential Climate Variables. All have and are producing highly appreciated land cover products. The book will cover the operational approaches, but also review current state-of-the-art scientific methodologies and recommendations for this field. It opens the view with best-practice examples that lead to a view that exceeds pure mapping, but to investigate into drivers and causes as well as future projections.
