This report summarizes a Federal Highway Administration (FHWA) seminar on key issues in public-private partnerships for highway transportation. The seminar provided an opportunity for participants representing a wide range of disciplines and interest groups to discuss a variety of policy issues related to public-private partnerships. These issues ranged from ideas for making partnership projects easier to develop to allowing new forms of partnerships to happen. The seminar raised a number of issues about the possibilities and problems of public-private partnerships and showed that much remains to be learned about the consequences of applying privatization principals to transportation.
