In this thesis, we describe a new cryogenic apparatus (called CryoLEM) used to study rotating helium II (or superfluid) flows by visualization of solid deuterium particles. Rotating helium II is a canonical flow that produces an organized and regular quantum vortex array.The CryoLEM is an experimental device whose implementation was completed during this thesis. Thus, the start-up and use protocols have been established, and the first tests in real conditions have been carried out. These tests allowed us to characterize the performance of the cryostat and to better understand the formation of solid deuterium particles. While the long term objective is to perform 3D particle motion measurements, we remained focused on performing 2D measurements in a plane containing the axis of. To perform Lagrangian particle tracking, an algorithm has been entirely written based on existing techniques.This cryostat was first used to study the transient regimes that occur during particle injections, and after the start (or stop) of the rotation of the device, in order to estimate their characteristic times and compare it to the Ekman time, and an empirical time constant obtained by Tsakadze & Tsakadze. After a particle injection, a time proportional to the cryostat rotation rate must elapse to recover a steady state. For the spin-up problem, we found a very good agreement with an Ekman time based on the circulation quantum. In spin-down, a qualitative agreement with the Tsakadze model is found. This then allowed us to work with stationary data.During the stationary rotation of helium II an oscillating movement of the particles with an amplitude of the order of a millimetre is observed. We are not able to relate the amplitude of these oscillations to any of the physical parameters that we measured. Nevertheless, these oscillations are not observed in helium I (normal liquid), which shows the fundamentally different nature of these two fluids, and motivates further studies.Finally, a turbulent helium II flow caused by a counter-rotating turbine in the rotating CryoLEM has been studied. We have characterized this relatively simple flow, and understood the scalings of its physical parameters thanks to an energy balance between injection and dissipative mechanisms. We have defined a serie of surrogates to estimate the energy dissipation rate in this quantum turbulent and anisotropic flow. They use first to third order statistical quantities based on velocity increments. All these measurements lead to a coherent scaling of the dissipation rate as the cube of the rotation rate in the radial direction, with some discrepancies in the prefactor. The third order statistics led us to conclude that energy was being transported from the large to the small scales, while anisotropy grows with the rotation rate, as expected from the Taylor-Proudman theorem.This thesis ends by pointing out that some of the particles evolving in this flow show oscillations of smaller amplitude than their size. This could be compatible with a particle - quantum vortex interaction mediated by the Magnus force. This observation opens a new way to study quantum vortices dynamics.

Le but de ce travail de thèse est l'étude expérimentale de la turbulence du point de vu lagrangien. Pour ce faire, nous avons développé une nouvelle technique de mesure. Nous avons mis au point des sondes instrumentés, enfermées dans coquilles sphériques de 1.5-2 cm de diamètre. Elles comprennent une pile, un circuit électronique, des capteurs et une liaison radiofréquence pour la récupération de données. L'ensemble est de la même densité que le fluide environnant (eau). Le premier instrument mesure la température et a été utilisé dans la convection de Rayleigh-Bénard. Nous avons obtenu une vision inédite du rôle des panaches thermiques dans le transport de chaleur. Afin d'étudier les forces imposées sur un objet advecté par un fluide turbulent, nous avons développé un second instrument, mesurant l'accélération tridimensionnelle subie par la sonde. Des mesures ont été effectuées dans des écoulements de von Kármán ainsi que dans un écoulement de Couette sphérique de grande taille à l'université du Maryland. Ces études soulèvent la question de la dynamique à six degrés de liberté - rotation et translation - d'une sphère advectée dans un écoulement turbulent. Ces propriétés ont été étudiées par un suivi optique de position et d'orientation. La dynamique de translation est étonnamment proche de celle d'un traceur lagrangien et la dynamique angulaire présente une intermittence très importante.

Nous développons une méthode pour mesurer la viscosité apparente dans les fluides en rotation rapide. Celle-ci consiste à mesurer la vitesse azimutale du fluide pendant le régime transitoire de synchronisation qui apparaît lors des expériences de spin-up/spin-down (augmentation ou diminution de la vitesse de rotation du récipient). Les différences observées entre les régimes laminaires et les régimes turbulents donnent une information sur la contribution de la turbulence dans le transport de quantité de mouvement entre le fluide et la paroi. Quatre dispositifs expérimentaux ont été utilisés afin d'évaluer l'impact de la géométrie du récipient et des mécanismes de forçage de la turbulence sur ces mesures de viscosité apparente. L'étude montre que tous deux contribuent fortement à la modification de viscosité apparente observée. Dans le cas d'expériences de convection thermique en géométrie sphérique, afin d'expliquer l'augmentation uniforme de la viscosité apparente, une loi d'échelle faisant intervenir l'écart au seuil et le nombre d'Ekman est proposée. En ce qui concerne les autres expériences ( Convection thermique sphérique en gallium, couette spherique, convection thermique en géométrie cylindrique), la modification de viscosité n'est pas uniforme dans le volume et ne peut être reliée à des grandeurs globales. Dans ce deuxième cas, l'origine de la modification vient du mécanisme de forçage ou du développement d'instabilités associées au mouvement de spin-up en régime turbulent. Au dela de cette etude experimentale, nous avons calculé le couplage visco-magnétique à l'interface noyau liquide - manteau solide d'une Terre en nutation. Nous avons fait varier dans ce calcul la viscosité apparente du fluide et la conductivité électrique du manteau afin d'analyser les contributions des couples magnétiques et visqueux au couplage de l'interface. Différentes modélisations du champ magnétique terrestre sont envisagées afin d'estimer la contribution des petites échelles du champ à ces couplages. La confrontation de ce calcul aux valeurs des constantes de couplage des modèles de nutations permet d'obtenir une estimation de la viscosité efficace nécessaire dans le noyau. Une viscosité efficace de 10-2m2.s-1dans le noyau terrestre est nécessaire pour expliquer les données de nutations.

Jean-Baptiste Say (1767–1832) was one of the first great economists to have laid down the foundations of economic science. Author of the famous Treatise on Political Economy in 1803, which was revised and re-edited on several occasions, he published numerous other works including a voluminous Complete Course in Practical Political Economy in 1828–9. He also taught political economy successively from 1815 until his death in three Parisian establishments: the Athénée, the Conservatory of Arts and Trades, and the Collège de France. The texts in which Say exposes his approach to political economy have not been available in the English language until now except for the fourth edition of the ‘Preliminary Discourse’ which serves as an introduction to the Treatise. This book presents a translation which renders his works accessible to the English speaking world. For the first time, English readers will be able to become directly immersed in Say’s principal texts, where he develops his conception of political economy. Jean-Baptiste Say and Political Economy proposes a translation of a selection of eleven of Say’s texts. The ideology of the theory of fewnomials is the following: real varieties defined by "simple", not cumbersome, systems of equations should have a "simple" topology. One of the results of the theory is a real transcendental analogue of the Bezout theorem: for a large class of systems of *k transcendental equations in *k real variables, the number of roots is finite and can be explicitly estimated from above via the "complexity" of the system. A more general result is the construction of a category of real transcendental manifolds that resemble algebraic varieties in their properties. These results give new information on level sets of elementary functions and even on algebraic equations. The topology of geometric objects given via algebraic equations (real-algebraic curves, surfaces, singularities, etc.) quickly becomes more complicated as the degree of the equations increases. It turns out that the complexity of the topology depends not on the degree of the equations but only on the number of monomials appearing in them. This book provides a number of theorems estimating the complexity of the topology of geometric objects via the cumbersomeness of the defining equations. In addition, the author presents a version of the theory of fewnomials based on the model of a dynamical system in the plane. Pfaff equations and Pfaff manifolds are also studied.
