The perception of Central Asia and its place in the world has come to be shaped by its large oil and gas reserves. Literature on energy in the region has thus largely focused on related geopolitical issues and national policies. However, little is known about citizens’ needs within this broader context of commodities that connect the energy networks of China, Russia and the West. This multidisciplinary special issue brings together anthropologists, economists, geographers and political scientists to examine the role of all forms of energy (here: oil, gas, hydropower and solar power) and their products (especially electricity) in people’s daily lives throughout Central Asia and the Caucasus. The papers in this issue ask how energy is understood as an everyday resource, as a necessity and a source of opportunity, a challenge or even as an indicator of exclusionary practices. We enquire into the role and views of energy sector workers, rural consumers and urban communities, and their experiences of energy companies’ and national policies. We further examine the legacy of Soviet and more recent domestic energy policies, the environmental impact of energy use as well as the political impact of citizens’ energy grievances. This book was published as a special issue of Central Asian Survey.

This book addresses how to mitigate regional tensions and enhance cooperative opportunities through well-designed regional institutions and organizations among countries in geographical proximity. We use the case of Central Asia (i.e., Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) to employ our conceptual framework of ‘externally guided regionalism.’ The following questions guide the study: How and by what forces has Central Asian regionalism evolved, and what are the main characteristics and political implications of the continuously evolving regional institutions? We discuss not only the extra-regional influential actors (i.e., Russia, the United States, the European Union, and China), but also intra-regional initiatives, strategies, and struggles in securing stability and sovereignty. Corruption is a serious concern, one which can undermine state legitimacy, exacerbate inequality, and affect trust between social groups. Such effects are particularly problematic in societies that have gone through violent conflict, and are struggling to rebuild institutions, restore social trust, and recover economically. While anti-corruption measures are increasingly integrated into post-conflict programs, war-time structures and practices of corruption often prevail. This book explores corruption in post-war societies by focusing on the important issues of power, inequality and trust. To understand post-war power structures, and the extent to which they engrain, challenge, or transform corrupt practices, we need to study what kind of peace has emerged. The empirical cases in this book offer a variety of post-conflict situations, demonstrating how corruption is played out in, depending on the type and extent of international intervention, and in the case of a victor’s peace, a contested peace, a partial peace etc. The chapters illustrate the experiences and perceptions of people on the ground in post-conflict societies, and by giving much space to local dynamics, the book shifts the focus from external intervention and actors to local contexts, striving for greater understanding of the interplay between corruption, power, inequality, and trust in post-war societies. There is a woeful neglect of the current United Nations in the academic and policy literatures, and so it is unsurprising that an examination of that multilateral structure before 1945 shows an even more egregious absence of analytical attention. Such ignorance conveniently ignores the forgotten genius of 1942–1945, namely in the wide substantive and geographic relevance of multilateralism during the World War II and in the foundations for the contemporary world order. The wartime and immediate post-war United Nations was not simply dictated by the US State Department, Whitehall, and the foreign ministries of the West—even a generation before decolonisation had proceeded apace and two-thirds of UN member states moved into the limelight as erstwhile colonies. This book examines the extent to which a space has opened up in recent years for the so-called "rising powers" of the global South to offer an alternative to contemporary global economic and political governance through emergent forms of South-South cooperation. In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. This comprehensive volume explores debt dynamics and the intensification of debt crises across the globe, bringing together several recent but underexplored debt crises from different regional and socioeconomic contexts.
