This review of Phase I of the technical assistance (TA) General Data Dissemination System (GDDS) project (2001–2006) for 15 Anglophone African countries1—funded by the U.K. Department for International Development (DFID) and executed jointly by the Fund and the World Bank—(henceforth, referred to as the Anglophone African (AAf) project) focuses mostly on the components that were implemented by the Fund’s Statistics Department (STA). The review draws on various internal and periodic evaluations of project execution and reports by technical assistance providers. The GDDS—part of the Fund’s Data Standards Initiative—defined the framework for the AAf project. The main goal of the project was initially limited to assisting countries to become participants in the GDDS via preparatory workshops and development of metadata and plans for improvement. The goal was subsequently expanded to providing TA and promoting greater awareness and regional cooperation.

Such reforms are particularly relevant in the context of the ongoing economic and financial crisis, which once again underscores the role of statistics in guiding policymakers to strengthen defenses against future crises.

The repayment of domestic debt, a preference for foreign financing, and shallow domestic financial markets have resulted in significant structural rupee liquidity in the banking system. Tourism has been the main driver of growth, but there is a tension with the number of tourists the islands can absorb. Despite the challenging global environment, tourist arrivals have grown strongly, with diversification toward nontraditional markets more than offsetting stalling European arrivals. The Seychellois rupee is broadly in line with medium-term fundamentals, and tourism remains competitive among peers.

Substantial increases in agricultural investments in developing countries are needed to combat poverty and realize food security and nutrition goals. There is evidence that agricultural investments can generate a wide range of developmental benefits, but these benefits cannot be expected to arise automatically and some forms of large-scale investment carry risks for host countries. Although there has been much debate about the potential benefits and risks of international investment, there is no systematic evidence on the actual impacts on the host country and their determinants. In order to acquire an in-depth understanding of potential benefits, constraints and costs of foreign investment in agriculture and of the business models that are more conducive to development, FAO has undertaken research in developing countries.This publication summarizes the results of this research, in particular through the presentation of the main findings of case studies in nine developing countries. It presents case studies on policies to attract foreign investment in agriculture and their impacts on national economic development in selected countries in Africa, Asian and Latin America.
