The evaluation of the project “Improving rural livelihoods, environment & green jobs opportunities in Mafraq Governorate in the Hashemite Kingdom of Jordan” (GCP/JOR/017/EC) looked into accountability issues but also sought to document lessons, identify good practices and challenges that can inform the design and implementation of follow-up or similar projects in innovative waste disposal techniques and green jobs in order to achieve positive economic, environmental and social outcomes. The evaluation considered the multisectoral project to be innovative and relevant to FAO's mandate and work in the country, highlighting the complexities of the food–water–energy nexus. It achieved consensus at the highest levels on the use of biosolids for agricultural purposes through the use of evidence-based research, and at the same time resulted in a reduction in the amount of waste going to the landfill, provided livelihood opportunities for Syrian refugees working in the Material Recovery Facility within Zaatari refugee camp. This project demonstrated well the potential and the practical challenges of integrating the humanitarian-development-peace nexus within FAO’s work.

How much is a cleaner environment worth? For policy makers, that question used to go largely unanswered. Many economic activities cause environmental degradation, entailing real costs to the economy and to people's welfare. Knowing the extent of these costs is crucial for identifying a country's main environmental priorities and allocating appropriate funds for environmental protection. Over the past decade, the World Bank has initiated a systematic effort to measure the costs of environmental degradation in the Middle East and North Africa, shedding new light on their magnitude and on the need for policy changes. In many cases, these costs were found to be surprisingly large. 'The Cost of Environmental Degradation: Case Studies from the Middle East and North Africa' brings together the best case studies of this program and summarizes their policy impacts at the national and regional levels. The case studies quantify monetarily the annual damage due to environmental degradation and express these estimates as percentages of the countries' gross domestic product. The studies use the most recent environmental valuation methods to estimate the economic costs resulting from air pollution, water degradation, deforestation, and land degradation. Uniquely, the book dedicates a case study to value the costs of environmental degradation resulting from an oil spill and demolition waste in times of conflict. The studies then illuminate the concrete implications on policy, investments, and institutions for the respective nations. This book will be of interest to policy makers, nongovernmental organizations, and academic and research institutions.

The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options.The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

Inclusion and Resilience has two broad objectives. The study seeks first to enhance knowledge about the current state of existing social safety nets (SSNs) in the Middle East and North Africa, assessing their effectiveness by bringing together new evidence, data, and country-specific analysis. Second, it proposes an open and informed debate on feasible policy options for making SSNs more effective and responsive to the population's needs. In order to do this, the authors illustrate how the main goals for SSNs-promoting social inclusion, better livelihood, and resilience to shocks-have already been achieved in some parts of the region, notwithstanding huge challenges. They also identify the groups that regional SSNs should make a priority: children and people living in rural and lagging areas. The study relies on newly collected data on citizens' preferences concerning redistribution and SSN design, discussing how political economy considerations could be taken into account in designing better SSNs, and proposing an agenda for reform, using global experiences and the new evidence presented in the book itself.
