This report reviews the ISTC's objectives and plans, discussed its activities with U.S. and FSU officials, and met with FSU grant recipients and institute directors. The committee concludes that during its first two years the ISTC was successful and effective in meeting its primary objective, which, in turn, has contributed to the larger goal of diminishing the risk of weapons proliferation. Moreover, the opportunities provided to FSU scientists and engineers do indeed offer meaningful nonweapons-related work, which helps address the demoralization that may otherwise contribute to scientists' being lured into work for unfriendly governments. The committee believes the ISTC has also been successful in addressing its secondary objectives—namely, the solution of national and international technical problems; the support of basic and applied research and technology development for peaceful purposes; and, to a lesser degree, reinforcement of the transition of the FSU to a market-driven economy.

In 2001, the U.S. Global Change Research Program produced the report A Plan for a New Science Initiative on the Global Water Cycle. This report was designed to represent a research strategy and scientific plan for investigating the global water cycle, and its interactions with climate and for developing an enhanced understanding of the fundamental processes that govern the availability and biogeochemistry of water resources. The USGCRP managers are currently considering how to move forward with implementation of this ambitious, broad, and potentially very fruitful plan on an interagency basis, and it requested that the National Research Council (NRC) advise them in this regard. Over three hundred years ago, Galileo is reported to have said, "The laws of nature are written in the language of mathematics." Often mathematics and science go hand in hand, with one helping develop and improve the other. Discoveries in science, for example, open up new advances in statistics, computer science, operations research, and pure and applied mathematics which in turn enabled new practical technologies and advanced entirely new frontiers of science. Despite the interdependency that exists between these two disciplines, cooperation and collaboration between mathematical scientists and scientists have only occurred by chance. To encourage new collaboration between the mathematical sciences and other fields and to sustain present collaboration, the National Research Council (NRC) formed a committee representing a broad cross-section of scientists from academia, federal government laboratories, and industry. The goal of the committee was to examine the mechanisms for strengthening interdisciplinary research between mathematical sciences and the sciences, with a strong focus on suggesting the most effective mechanisms of collaboration. Strengthening the Linkages Between the Sciences and the Mathematical Sciences provides the findings and recommendations of the committee as well as case studies of cross-discipline collaboration, the workshop agenda, and federal agencies that provide funding for such collaboration.
