For over four decades, Upward Bound programs have influenced students' aspirations and goals toward attending college, college enrollment, and overall educational achievement, providing a standard for successful college preparation for historically marginalized students. Although Upward Bound has helped many Americans prepare for and earn their college degrees, it has been subjected to budget challenges due to the evaluation of federal college preparation programs. Upward Bound in particular, has been contested and controversial for many years, especially as it relates to methodology and conflicting program outcomes from research studies conducted. The intent of the qualitative case study for this research was to capture the perceptions of four project directors and staff regarding the phenomenon of Upward Bound program outcomes and the Annual Performance Report (APR) currently being utilized as an evaluation tool for the U. S. Department of Education. Through this case study, the participants were able to provide personal insight into what methodologies they perceived as effective in evaluating Upward Bound programs. In addition, the case study approach allowed the analysis of the perceptions of participants based on the location and demographics of the program. The findings indicated that the participants' assessment of the APR revealed that they did not perceive it as an effective tool in reporting program outcomes and reflecting participants' success. As the U. S. Department of Education continues to stress accountability and measurable results from the directors, a well-articulated and structured evaluation process will need to be designed to assist Upward Bound directors in documenting their work for internal monitoring, other stakeholders, and the U.S. Department of Education to whom program impact and outcomes impact funding decisions.

This report on the short-term effects of Upward Bound, a federal pre-college program designed to help economically disadvantaged students complete high school and gain access to post-secondary education, presents interim findings from the Longitudinal Effectiveness Study of Upward Bound based on data on approximately 2,800 students during the first year or two of high school. At present, there are more than 600 Upward Bound projects; they offer intensive instructional programs and are usually hosted by 2-year and 4-year colleges. The study found that: (1) Upward Bound has early positive impacts on students' educational expectations and academic course-taking; (2) students with lower educational expectations initially benefit more from Upward Bound; (3) Hispanic students initially benefit most from Upward Bound; and (4) many students (about 37 percent) who enter Upward Bound leave the program during the first year. After an executive summary and introductory chapter, Chapter 2 presents data on persistence in Upward Bound, and on the Upward Bound services offered. Chapter 3 details short-term impacts of Upward Bound, including the average impact of the program and groups benefitting most. The concluding chapter summarizes findings, compares them to previous findings, and draws implications for program improvement. The purpose of this study was to solicit feedback of alumni of one Upward Bound's college preparation program on a selective public university campus in New England to explore the effects of the program's core components or elements on their college attendance and on their perceptions and attitudes about the program's effectiveness. The goal of the study was to create a tool that could be included in the Upward Bound evaluation process to expand program evaluation beyond reporting and toward a model that supports continuous improvement based on student outcomes. The research variables were: (a) number of years a participant is in the program; (b) number of semesters spent attending college; and (c) alumni attitudes and perceptions about the 8 elements of the Upward Bound program. Seventy-two alumni, a 45% response rate, responded to an online survey designed and piloted by the researcher. Respondents were able to identify the program elements they found effective, and feedback from the respondents provide practical insights into how the program can be improved to better meet the stated objectives. The findings support a significant relationship between the 8 program elements and perceptions of program success, as well as a significant relationship between the number of years spent in the Upward Bound program and perceptions of program success. The results of this research offer recommendations for program administrators, policy makers, college preparation program advocates, parents of first-generation and or low socioeconomic status college-seekers, and current and former participants of college preparation programs.
