This synthesis report will be of interest to pavement design, construction, management, and research engineers, highway safety officials, and others concerned with pavement friction characteristics. It describes the current state of the practice and discusses the methods used for evaluating wet pavement friction characteristics of new and restored pavements. This synthesis reviews models used for measuring and evaluating friction and texture, causes for friction changes over time, and aggregate and mix design to provide adequate friction. Also presented are construction and surface restoration practices for providing good pavement surface characteristics. In addition, considerations of noise and ride quality are discussed when compromise may be required.

The National Transportation Safety Board has investigated 12 highway accidents involving wet pavement, reviewed the skid resistance programs of 10 States, and reviewed the States' responses to the Federal Highway Administration's (FHWA) Advance Notice of Proposed Rulemaking, "Skid Accident Reduction Program--FHWA Docket No. 77-16," and conducted a special study on the magnitude of the wet pavement problem. There is a lack of systematic application of proven principles and practices by the States and FHWA. Past FHWA approaches have not been successful. As examples, the Board found that some of the fundamental skid resistance principles that are accepted today have been known over 20 years, that many local or county roads have never been skid tested, and that more than one State does not use accident records to define where testing is needed. As a result of this evaluation, the Board recommends that FHWA develop program objectives, initiate rulemaking to require that each State have an approved program with specific elements, revise the Federal-aid Highway Program Manual (FHPM 6.2.4.3), promote further research in several areas, and disseminate information more effectively.

With the use of conventional design procedures, aggregates comprise more than 90 percent of the material required for the construction and maintenance of highway pavements. In order to summarize the most important research problems, the top two projects in each of the study areas are as follows: (1) under Portland cement concrete, the role of aggregates particle characteristics and gradations on properties of fresh concrete and performance of hardened concrete are studies, (2) in relation to bituminous concrete and related materials, the stripping of asphalt cement in bituminous mixtures and identification of the significant aggregate surface properties that influence coating and adhesion are studied as well as the soundness of aggregate particles in bituminous mixtures, (3) under base course and shoulder materials, the relationship of aggregate and base course performance under varying traffic loads is studied as well as the determination of the causes of change in gradation for aggregates used in highway base course construction, and (4) aggregate properties are related to skid resistance of pavements and determination is made of the surface characteristics of aggregates used in highway construction.
