In the field of political sociology and European studies, there has long been a discussion on transnational neoliberal development and ethnic groups’ self-governance. Notwithstanding, there has been limited exploration in relation to modes of knowledge production associated with neoliberal governance of the Other (e.g. ethnic and indigenous groups), which capture its idiosyncratic modes of political expression and empowerment. Drawing on Michel Foucault’s political philosophy, this book discusses European social integration as transnational neoliberal governmentality and challenges its epistemologically constituted subaltern subject. Neoliberalism is questioned in relation to its programs of securitisation of poverty and authoritarian models of self-governance associated with instrumentality of the market. In this context, the book’s rich political historical ethnography develops a new framework for the study of social power. Furthermore, inspired by Jacques Rancière's radical philosophy, European Social Integration and the Roma proposes a new mode of knowledge production about populations excessively subjected to neoliberal governmentality, heralding the epistemological decolonisation of the neoliberal subject. Presenting an insightful new prospect in critical sociology as well as the conceptualization of power and the application of theories of governmentality, this book will appeal to scholars interested in the areas of political sociology and anthropology, international relations, social and political theory/philosophy and post-development studies.

Despite an increasing number of EU and government initiatives in their favor, the situation of Roma in Europe has only worsened. This book explores the many miscalculations, misconceptions, and blunders that have led to this failure. Looking at Hungary, the Czech Republic, and Romania, Rostas shows how policy makers in each country have mishandled already confused EU policy, from failing to define “Roma” to not having a way to evaluate their own progress. Rostas further argues that the alleged successes of these policies were actually the product of poor information and sometimes outright deception. Examining perennial topics among Roma like school segregation and political representation, the author shows how often the so-called success of Roma policies can be fallacious and simply pave the way for further problems. Rostas maintains that when the EU’s Framework for Roma program comes to an end in 2020, there must be a fundamental shift in policy for there to be any real improvement for Roma. Policy makers will have to address Roma issues not only in terms of poverty and social exclusion but also in terms of the particular nature of Romani ethnic identity. This shift requires reconceiving Roma as a “politically insular minority” and rearranging the power dynamics of local government to ensure that when the new era of Roma policy begins Roma themselves will have a voice in its formulation.

This book situates Roma mobility as a critical vantage point for migration studies in Europe, focusing on questions about Europe, ‘European-ness’, and ‘EU-ropean’ citizenship through the critical lens of Roma racialisation, marginalisation, securitisation, and criminalisation, and the dynamics of Roma mobility within and across the space of ‘Europe’. This book is intended as an invitation and a challenge to all concerned with the situation of roma to discuss crucial issues in order to clarify key concepts. ideally such critical reflection will lead to the formulation and adoption of more effective strategies for resolving the seemingly intractable problems hindering roma integration at a time when pro-roma eu policies are facing ever-growing threats. This project evolved over a three-year period starting with the reflections of andrás Bíró, prompted by the disappointing results of over two decades of activism in the supposedly more liberal climate of post- Communist democracy. These thoughts in turn stimulated insightful responses from Nicolae Gheorghe and Martin Kovats. These authors do not shrink from expressing forthright views, as in discussing the apparent conflict between certain human rights values and what some regard as ‘traditional’ roma culture and in exploring difficulties and ambiguities implicit in using the term ‘roma’. The respective merits of ethnically based roma political parties as opposed to a civic approach are also examined. These three chapters form the core of the book but the goal of encouraging wider debate was taken a step further by circulating these texts to activists and intellectuals, who were then invited to discuss them at a two-day workshop. an edited version of their exchanges forms the fourth chapter of the book, which is concluded by the vision of a possible way forward by the prominent roma activist Željko Jovanović. While no straightforward solutions are offered the pre-eminence of the main contributors and the lively ensuing conference arguments guarantee that this book will become a touchstone for future debate. This book discusses how Europe’s Roma minorities have often been perceived as a threat to majority cultures and societies. These papers are the product of a 2012 workshop hosted by the Fundamental Rights and Constitutionalism Research Group (FRC) of the Vrije Universiteit Brussel. FRC is Belgian human rights rapporteur to the Fundamental Rights Agency and has so far authored several reports on the non-discrimination status of minorities and the Roma in particular.
