This book provides an anthropological analysis of the cultural formation, practices and experiences of the first generation of Slovenes working in the institutions of the European Union. On 1 May 2004, Slovenia became a full-fledged member of the European Union and was thus formally incorporated into the processes of European integration redefining the relations among EU member states. European integration processes take place at multiple, interlocking levels — from the level of government bodies to the level of individual social actors. The numerous Slovenes who were successful in attaining the positions available for citizens from new member states now work as Eurocrats at multiple locations across the EU’s institutional network. This work explores European integration from the perspective of Slovene Eurocrats by analyzing how Slovenes plot careers and lives in European terms.To this end, the author examines the experiences of Slovene Eurocrats in Brussels within the broader context of their life experiences and professional formation. Številni Slovenci so se uspešno prijavili za delo v institucijah EU in agencijah, ki se širijo z vsako naslednjo širitvijo EU; zdaj delajo kot evrokrati na različnih lokacijah v institucionalnem omrežju EU. Avtorica raziskuje integracijski proces iz vidika slovenskih evrokratov, pri čemer analizira njihove načrte kariernih poti, samo poklicno socializacijo in življenjske izkušnje, pridobljene v evropskih ustanovah. Raziskava slovenskih evrokratov oziroma evropskih uradnikov nam tako razgrinja številne poglede na nenehni družbeni proces, na evropsko integracijo.

Yet the institutions of Europe and the 'Eurocrats' who work in them have constantly attracted negative publicity, culminating in the mass resignation of the European Commissioners in March 1999. In this revealing study, Cris Shore scrutinises the process of European integration using the techniques of anthropology, and drawing on thought from across the social sciences. Using the findings of numerous interviews with EU employees, he reveals that there is not just a subculture of corruption within the institutions of Europe, but that their problems are largely a result of the way the EU itself is constituted and run. He argues that European integration has largely failed in bringing about anything but an ever-closer integration of the technical, political and financial elites of Europe - at the expense of its ordinary citizens. Culture is one of the most complex and contested fields of European integration. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe. By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Across Europe, radical right-wing parties are winning increasing electoral support. The Dark Side of European Integration argues that this rising nationalism and the mobilization of the radical right are the consequences of European economic integration. The European economic project has produced a cultural backlash in the form of nationalist radical right ideologies. This assessment relies on a detailed analysis of the electoral rise of radical right parties in Western and Eastern Europe. Contrary to popular belief, economic performance and immigration rates are not the only factors that determine the far right's success. There are other political and social factors that explain why in post-socialist Eastern European countries such parties had historically been weaker than their potential, which they have now started to fulfill increasingly. Since 2008, the European Union has been affected by one of the most severe crises in the history of Europe. This book builds on the work of Jürgen Habermas to answer the key question: is Europe strong enough to overcome the recent crisis? Arguing that recovery can only take place if the citizens of Europe regard themselves as members of a socially integrated European society, this volume sets out three conditions for successful European social integration: European citizens mutually respect each other as equals, accepting that all EU citizens should have equal economic, political and social rights. Those citizens objecting to the idea of European equality should not constitute a minority with potential for mobilisation that could impede the ongoing process of European social integration. Europeans act upon their equality beliefs in everyday practice – without differentiating between nationals and EU migrants. Based on a survey carried out in Germany, Spain, Poland and Turkey, the authors argue that the requirements for a socially integrated Europe are largely in place already. Their findings allow for optimism regarding the future of the EU, as the cultural foundations for a democratisation of Europe are laid. This volume develops a theoretical framework of a socially integrated European community, and will be useful for students and scholars of sociology, citizenship studies, social policy, political science and European studies.

Nelsen and Guth contend that religion, or "confessional culture, " plays a powerful role in shaping European ideas about politics, attitudes toward European integration, and national and continental identities in its leaders and citizens. Catholicism has for centuries promoted the unity of Christendom, while Protestantism has valued particularity and feared Catholic dominance. These confessional cultures, the authors argue, have resulted in two very different visions of Europe that have deeply influenced the process of postwar integration. Catholics have seen Europe as a single cultural entity that is best governed by a single polity; Protestants have never felt part of continental culture and have valued national borders as protectors of liberties historically threatened by Catholic powers. Catholics have pressed for a politically united Europe; Protestants have resisted sacrificing sovereignty to federal institutions, favoring pragmatic cooperation. Despite growing secularization of the continent, not to mention the impact of Islam, confessional culture still exerts enormous influence. And, the authors conclude, European elites must recognize the enduring significance of this Catholic-Protestant cultural divide as the EU attempts to solve its social and economic and political crises.
