The debate on agricultural policy in the EU has been very lively and politically prominent over the past months. The Common Agricultural Policy (CAP) of the EU has undergone major changes since it was first implemented at the end of the 1960s. Commentators suggest that the CAP changes made in the Agenda 2000 reform package were insufficient to address the problems facing the CAP in the coming years. These include enlargement, new trade negotiations and the demand by European society for a safe, sustainable agri-food system, to name but a few. This report highlights the most pressing challenges to creating a sustainable CAP for the 21st century. It focuses on strategic policy options that are closely linked to the CAP system to be "hands on"; but the report refrains from becoming too specific on policy details, focusing instead on the important strategic questions. It offers six recommendations for good governance, that aim to remove bureaucratic constraints from the food industry, yet strengthen consistency and good practice.

As recently as a century ago, one out of two people in Europe was employed in the agricultural sector. Today agriculture represents only a small fraction of total employment in most EU member states. What makes this decline in agricultural employment even more striking is that this evolution has occurred despite substantial EU subsidies to support farmers' income. Given the apparent ineffectiveness of government support in keeping agricultural employment steady, it is worth considering which farming activities are likely to be successful in the economy of the 21st century. We argue in this paper that a potential growth path for European agriculture is the “experience economy” in which consumers are willing to pay premium prices for products and services that provide additional intangible “experiences”. We discuss the growth potential of the “experience economy” in the agricultural sector and conclude that it is worthwhile to consider the experience economy as a pathway for future farm growth.

Section one introduces the main themes of the book, explores the pre-Columbian period and early European settlement, and traces the first 150 years of U.S. agricultural policy starting with the post revolution period and ending with the “golden age” of agriculture in the early 20th century. Section two outlines that grand bargain of the 1930s that initiated the modern era of government intervention into agricultural markets and traces this policy evolution to the early days of the 21st century. The third section provides an in-depth examination of six policy issues that dominate current policy discussions and will impact policy decisions for the next generation: trade, environment/conservation, commodity checkoff programs, crop insurance, biofuels, and domestic nutrition programs.
