Black Politics in Transition considers the impact of three transformative forces—immigration, suburbanization, and gentrification—on Black politics today. Demographic changes resulting from immigration and ethnic blending are dramatically affecting the character and identity of Black populations throughout the US. Black Americans are becoming more ethnically diverse at the same time that they are sharing space with newcomers from near and far. In addition, the movement of Black populations out of the cities to which they migrated a generation ago—a reverse migration to the American South, in some cases, and in other cases a movement from cities to suburbs shifts the locus of Black politics. At the same time, middle class and white populations are returning to cities, displacing low income Blacks and immigrants alike in a renewal of gentrification. All this makes for an important laboratory of discovery among social scientists, including the diverse range of authors represented here. Drawing on a wide array of disciplinary perspectives and methodological strategies, original chapters analyze the geography of opportunity for Black Americans and Black politics in accessible, jargon-free language. Moving beyond the Black–white binary, this book explores the tri-part relationship among Blacks, whites, and Latinos as well. Critiquing the valorization of democracy as a means of containing violence and stabilizing political contestation, this book draws links between the democratization process and sexual/gendered violence observed against women during electioneering periods in Kenya. The book shows the contradictory relationship between democracy and gendered violence as being largely influenced in the first instance by the capitalist interests vested in the colonial state and its imperative to exploit laboring women; secondly, in the nature of the postcolonial state and politics largely captured by ethnic, bourgeois class interests; and third, influenced by neoliberal political ideology that has remained largely disarticulated from women's structural positions in Kenyan society. It argues that colonial capitalist interests established certain patterns of gender exploitation that extended into the postcolonial period such that the indigenous bourgeoisie took the form of an ethnicized elite. Ethnicity shaped politics and neoliberal political ideology further blocked women’s integration into politics in substantive ways. It concludes that it is not so much the norms and values of liberal democracy that assist in understanding women’s exclusion, but rather the structural dynamics that have shaped women’s experiences of democratic politics. In this way, gender violence in the context of democratization and electoral violence with its gendered manifestation can be fully understood as deeply embedded in the history of the structural dynamics of colonialism, capitalism, and patriarchalism in Kenya.

Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. Saw Myat Sandy’s study deals with theoretical and empirical analysis of the political transitions in former Yugoslavia and Burma, the present day Myanmar. It covers the transition period of both states from the late 1980s until present. The author examines the democratic transition in both states, where the process has been ‘unsuccessfully accomplished’, i.e. after a very promising beginning sooner or later undermined by the challenges of the transition, which threatened to reverse, what was gained by democratisation. In this dissertation, Saw Myat Sandy argues that the democratic transition in both states became an extended process of transition’ because of its multi-ethnic societies. The democratisation in former Yugoslavia led to disintegration, and in Myanmar it is proving to be an intractable one and has become almost un-resolvable to anyone’s satisfaction. Myanmar today suffers from on-going political instabilities that cause political and social fragmentations but does not demonstrate that it will fall into conventional Balkan scenarios. This dissertation analyses if Myanmar’s political transition will follow the former Yugoslavian fate by using the transition theoretical framework and highlighting the empirical facts on the problems of ethnicity and other political factors that relate to these democratisation processes. The theoretical approaches are based on the ‘democratic transition and consolidation theories’ argued by Juan J. Linz, Alfred Stepan and Samuel Huntington. As opposed to many quantitative studies, relevant dimensions will gradually appear in this qualitative case study. The theoretical perspectives that apply are equally significant and supplement each other and relate to its national experience. The study contributes to the conventional theoretical debate and aims to offer the understanding for the need to expand the link between ethnicity and political transitions in transition theories. It proposes a heuristic method to integrate the dynamic of ethnicity in political transition theories.
