Global and national policy discourse and agendas are moving beyond traditional silos of agriculture, nutrition, health, and climate change to address the challenges facing agrifood systems (AFS). In this paper, we use international labour force statistics to provide the first systematic and documented global estimate quantifying the total number of people employed in AFS. We estimate that 1.23 billion people are employed in AFS and that 3.83 billion people worldwide live in households linked to AFS-based livelihoods. However, international labour force statistics focus on the main labour activity in the last seven days and are likely to undercount the total number of people who are engaged in AFS. Using household survey data from the harmonized multi-country Rural Livelihoods Information System (RuLIS) database, we find that the number of people engaged in AFS is on average 24 percent higher than employment defined only by the main labour activity. This analysis shows the relevance of counting secondary jobs and household farming activities to identify all individuals whose livelihoods depend to some degree on AFS.

The report comes more than a decade after the publication of the State of food and agriculture (SOFA) 2010–11: Women in agriculture – Closing the gender gap for development. SOFA 2010–11 documented the tremendous costs of gender inequality not only for women but also for agriculture and the broader economy and society, making the business case for closing existing gender gaps in accessing agricultural assets, inputs and services. Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. Women face a higher prevalence of food insecurity than do men, both on a global scale and across all regions. This paper delves into the global determinants contributing to the gender gap in food insecurity and explores how the COVID-19 pandemic influenced its trajectory. Additionally, it estimates the impact of improvements in food security and incomes possible if gender gaps on farm productivity and wages were closed. Utilizing data from the Food Insecurity Experience Scale gathered from over 700 000 individuals across 121 countries, this study reveals that individuals aged 25–34 years, irrespective of their gender, and women residing in rural areas have been disproportionately affected by the pandemic. The econometric model allows the authors to estimate the elasticities of food security to income, which they then use to simulate the potential macrolevel benefits for the economy and food security if we were to eliminate the gender gaps in farm productivity and wages within agrifood systems. The findings suggest that addressing these disparities could result in an approximate USD 1 trillion increase in global gross domestic product and lift approximately 45 million people out of food insecurity. Additionally, the authors estimate that eliminating these gender disparities could reduce the current gap in food insecurity between women and men by at least 57 percent. This background paper was prepared to inform Chapters 1 and 6 of FAO’s report on The status of women in agrifood systems.

This report provides an update on global progress towards the targets of ending hunger (SDG Target 2.1) and all forms of malnutrition (SDG Target 2.2) and estimates on the number of people who are unable to afford a healthy diet. Since its 2017 edition, this report has repeatedly highlighted that the intensification and interaction of conflict, climate extremes and economic slowdowns and downturns, combined with highly unaffordable nutritious foods and growing inequality, are pushing us off track to meet the SDG 2 targets. However, other important megatrends must also be factored into the analysis to fully understand the challenges and opportunities for meeting the SDG 2 targets. One such megatrend, and the focus of this year’s report, is urbanization. New evidence shows that food purchases in some countries are no longer high only among urban households but also among rural households. Consumption of highly processed foods is also increasing in peri-urban and rural areas of some countries. These changes are affecting people’s food security and nutrition in ways that differ depending on where they live across the rural–urban continuum. This timely and relevant theme is aligned with the United Nations General Assembly-endorsed New Urban Agenda, and the report provides recommendations on the policies, investments and actions needed to address the challenges of agrifood systems transformation under urbanization and to enable opportunities for ensuring access to affordable healthy diets for everyone.

Agrifood systems generate significant benefits to society, including the food that nourishes us and jobs and livelihoods for over a billion people. However, their negative impacts due to unsustainable business-as-usual activities and practices are contributing to climate change, natural resource degradation and the unaffordability of healthy diets. Addressing these negative impacts is challenging, because people, businesses, governments and other stakeholders lack a complete picture of how their activities affect economic, social and environmental sustainability when they make decisions on a day-to-day basis. The State of Food and Agriculture 2023 looks into the true cost of food for sustainable agrifood systems. The report introduces the concept of hidden environmental, health and social costs and benefits of agrifood systems and proposes an approach – true cost accounting (TCA) – to assess them. To operationalize the TCA approach, the report proposes a two-phase assessment process, first relying on national-level TCA assessments to raise awareness and then moving towards in-depth and targeted evaluations to prioritize solutions and guide transformative actions. It provides a first attempt at national-level assessments for 154 countries, suggesting that global hidden costs from agrifood systems amount to at least to 10 trillion 2020 PPP dollars. The estimates indicate that low-income countries bear the highest burden of the hidden costs of agrifood systems relative to national income. Despite the preliminary nature of these estimates, the analysis reveals the urgent need to factor hidden costs into decision-making for the transformation of agrifood systems. Innovations in research and data, alongside investments in data collection and capacity building, are needed to scale the application of TCA, especially in low- and middle-income countries, so that it can become a viable tool to inform decision- and policymaking in a transparent and consistent way.

We conduct a synthetic review of the literature examining relationships between domains of women’s empowerment and food system outcomes. Many studies report significant positive associations between women’s empowerment and intrahousehold gender equality with child dietary and nutrition outcomes, household food security, and agricultural production, but which aspect of empowerment matters for a particular outcome varies across contexts. Others document significant but mixed associations between empowerment indicators and women’s dietary diversity scores. The findings suggest women’s empowerment contributes to improved diets and nutritional status, especially for children, but that household wealth, gender norms and country-specific institutions remain important. Most papers reviewed were based on observational studies and therefore estimated associations; future research using experimental and quasi-experimental methods would add significantly to the evidence base.
