It may be used in the wide, or what I may call the Aristotelian sense, as including all those questions which affect tho life of men, as members of society; or it may be used in the narrower and somewhat debased sense, as including only those questions which happen for the moment to agitate the different parties in the state. It is in the former sense that I have used the word in the title of this volume. My aim, however, has been practical. I have attempted to consider some of the more important questions of modern politics from a constitutional and historical standpoint, and to give them their due place in the larger sphere or area of the political science to which they belong. "No perfect discovery," says Lord Bacon, "can be made upon a flat or a level; neither is it possible to discover the more remote and deeper parts of any science, if you stand upon tho level of the science, and ascend not to a higher science." Excerpt from Historical and Political Essays When Mr. Lecky had finished his last work, The Leaders of Public Opinion in Ireland, ' he did not intend to write another long book. His health was broken he had said most of what he wished to say. But he proposed collect ing in a volume a few Essays which he had written at different times. As concentration was to him one of the first conditions of good work, he did not often allow his attention to be diverted from the book he was writing by giving addresses or contributing articles to reviews or magazines, unless he had some special reason for doing so. The number is, therefore, small. E began revising them; and made some additions to Thoughts on istory, ' 'the Empire, ' 'the Memoir of the Fifteenth Earl of Derby, ' Queen Victoria as a Moral Force but he unfortunately did not live to complete the revision of the others. In publishing this volume I have endeavoured to carry out his intentions. Besides the Essays which he had revised, I have included all that seemed to me to possess a permanent value.
