This theme Conventions, Treaties and other Responses to Global Issues deals with the issue of international resource regimes. These are formal responses by states to the threats posed by trans-boundary pollution or the distribution of resources. In the past thirty years the number of international environmental agreements has steadily risen to reach record numbers and these agreements have secured a firm place in the hierarchy of international affairs. There is a loose assumption that this is a good thing and that this rise has resulted in a commensurable improvement in environmental protection and resource allocation. But is this actually the case? In fact, is there a positive correlation at all? Or are there negative correlations? What are the connections between environmental diplomacy and environmental protection and how can environmental protection be achieved? These are just a few of the questions that will be addressed in this theme, whilst at the same time giving an overview of the most important international resource regimes and the most influential international organizations having an environmental impact. The theme takes the following shape: the first section introduces issues of international environmental law and its history, showing that international law can take many different forms. Here we explain what policy tools states have in drafting responses to global environmental issues. The second section deals with the most prominent international environmental agreements and gives a state of the art overview of existing regimes. The third and last section of this theme introduces the key actors in the international arena besides states, such as international organizations and civil society actors, such as pressure groups. These two volumes are aimed at the following five major target audiences: University and College students Educators, Professional practitioners, Research personnel and Policy analysts, managers, and decision makers and NGOs.

Focused on forest management and governance, this book examines two decades of experience with Adaptive Collaborative Management (ACM), assessing both its uses and improvements needed to address global environmental issues. The volume argues that the activation and the empowerment of local peoples are critical to addressing current environmental challenges and that this must be enhanced by linking and extending such stewardship to global and national policymakers and actors on a broader scale. This can be achieved by employing ACM’s participatory approach, characterized by conscious efforts among stakeholders to communicate, collaborate, negotiate and seek out opportunities to learn collectively about the impacts of their action. The case studies presented here reflect decades of experience working with forest communities in three Indonesian Islands and four African countries. Researchers and practitioners who participated in CIFOR’s early ACM work had the rare opportunity to return to their research sites decades later to see what has happened. These authors reflect critically on their own experience and local site conditions to glean insights that guide us in more effectively addressing climate change and other forest-related challenges. This book arises out of a symposium on forest and woodland terrestrial ecosystems which was held in Florence on 20-24th May 1991. It was organised jointly by the Commission of the European Communities (CEC) and the European Science Foundation (ESF) in association with the Italian Research Council (CNR). The symposium brQughUogether most -Of the internationally recognized groups working on forest ecosystems including biologists, botanists, ecologists, soil scientists, modellers, foresters and policy makers. All the CEC countries were represented. In addition, there was a broad audience from Eastern and Central Europe and from EFfA countries. Outstanding experts from outside Europe (US, Australia, Canada, Japan, China, etc.) were also present. In total, the symposium was attended by more than 500 participants. The structure of this book reflects the main elements of the meeting. As such it includes three main sections. The first consists of six major state-of-the-art reviews corresponding to the six plenary sessions, each followed by a discussion which has been summarized by rapporteurs.
