Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Following the collapse of the Soviet Union 10 years ago, the Russian Federation has undergone a radical social, political and economic transformation. This paper's focus is particularly on the consequences of this transformation for the natural environment. This is done by utilizing Beck's (Risk Society: Towards a New Modernity, London: Sage, 1992) concept of Risk Society to explore the interrelationships between managers, firms and communities in terms of transitions in capabilities, knowledge, trust, and even the very notion of community vis-vis pollution control and environmental protection. A qualitative study of managers in Russian manufacturing enterprises, environmental regulators and local communities, was undertaken in two provincial Oblasts in the Russian Federation, identifying a number of factors characteristic of Beck's (1992) treatise including 'risk culture', 'organized irresponsibility', 'individualization' and 'subpolitics'. In so doing a deeper understanding is developed of the impact of economic transition on the environment, indicating a different risk society trajectory to that predicted for the West. The implications for continued, in-depth research in focusing on economies in transition are also discussed.

In the past quarter century, environmental management has increasingly become a concern of governments. More recently, the traditional split between developers and conservationists has begun to break down. Conceptions of what is economically and technologically practical, ecologically necessary, and politically feasible are rapidly changing. This report discusses the implications of five paradigms of environmental management in development. The author notes that the remedial legalistic approach of environmental management is breaking down. Instead, interest in the more economically integrated approach of resource management has recently taken hold. Several interdependent forces indicate that improving the economic management of pollution and resources may be a necessary but insufficient measure to create the conditions for sustainable development. The perception of tradeoffs between development and environmental quality persists in the present debate, but its necessity is greatly exaggerated, according to this paper. Finally, it is noted that paradigms may be impervious to evidence, and institutions and societies too difficult to change. Whether, when and how these issues are resolved may be modern civilization's most significant test.
