The Hanford Site was established by the federal government in 1943 as part of the secret wartime effort to produce plutonium for nuclear weapons. The site operated for about four decades and produced roughly two thirds of the 100 metric tons of plutonium in the U.S. inventory. Millions of cubic meters of radioactive and chemically hazardous wastes, the by-product of plutonium production, were stored in tanks and ancillary facilities at the site or disposed or discharged to the subsurface, the atmosphere, or the Columbia River. In the late 1980s, the primary mission of the Hanford Site changed from plutonium production to environmental restoration. The federal government, through the U.S. Department of Energy (DOE), began to invest human and financial resources to stabilize and, where possible, remediate the legacy of environmental contamination created by the defense mission. During the past few years, this financial investment has exceeded $1 billion annually. DOE, which is responsible for cleanup of the entire weapons complex, estimates that the cleanup program at Hanford will last until at least 2046 and will cost U.S. taxpayers on the order of $85 billion. Science and Technology for Environmental Cleanup at Hanford provides background information on the Hanford Site and its Integration Project,discusses the System Assessment Capability, an Integration Project-developed risk assessment tool to estimate quantitative effects of contaminant releases, and reviews the technical elements of the scierovides programmatic-level recommendations.

While expected environmental cleanup costs for unneeded property arising from the 2005 BRAC round are not yet fully known, Department of Defense (DOD) data indicate that about $950 million will be needed to clean up these bases, adding to the estimated $13.2 billion total cleanup cost for the prior rounds. Although DOD's cleanup program has matured compared to prior BRAC rounds, there are still many unknowns and the cleanup estimate for the 2005 round should be considered preliminary. In fact, environmental cleanup costs are likely to increase as more intensive environmental investigations are undertaken, additional hazardous conditions are discovered, and future reuse plans are finalized. Furthermore, Congress does not have full visibility over the total cost of DOD's BRAC cleanup efforts because none of the four reports DOD prepares on various aspects of environmental cleanup present all types of costs past and future to complete cleanup at each base. Compiling a complete picture of all costs requires extracting information from multiple reports, as GAO has done to estimate the total cleanup cost for the four prior BRAC rounds. More complete and transparent cost information would assist Congress in conducting its oversight responsibilities for this multibillion dollar effort.

How much is a cleaner environment worth? For policy makers, that question used to go largely unanswered. Many economic activities cause environmental degradation, entailing real costs to the economy and to people's welfare. Knowing the extent of these costs is crucial for identifying a country's main environmental priorities and allocating appropriate funds for environmental protection. Over the past decade, the World Bank has initiated a systematic effort to measure the costs of environmental degradation in the Middle East and North Africa, shedding new light on their magnitude and on the need for policy changes. In many cases, these costs were found to be surprisingly large. 'The Cost of Environmental Degradation: Case Studies from the Middle East and North Africa' brings together the best case studies of this program and summarizes their policy impacts at the national and regional levels. The case studies quantify monetarily the annual damage due to environmental degradation and express these estimates as percentages of the countries' gross domestic product. The studies use the most recent environmental valuation methods to estimate the economic costs resulting from air pollution, water degradation, deforestation, and land degradation. Uniquely, the book dedicates a case study to value the costs of environmental degradation resulting from an oil spill and demolition waste in times of conflict. The studies then illuminate the concrete implications on policy, investments, and institutions for the respective nations. The environmental justice literature convincingly shows that poor people and minorities live in more polluted neighborhoods than do other groups. These findings have sparked a broad activist movement, numerous local lawsuits, and several federal policy reforms. Despite the importance of environmental justice, the topic has received little attention from economists. And yet, economists have much to contribute, as several explanations for the correlation between pollution and marginalized citizens rely on market mechanisms. Understanding the role of these mechanisms is crucial to designing policy remedies, for each lends itself to a different interpretation to the locus of injustices. Moreover, the different mechanisms have varied implications for the efficacy of policy responses—and who gains and loses from them.
