These beneficial effects would be achieved at the expense of some adverse effects on soils and vegetation. A total of additional acres of parkland would be moderately to severely impacted by the construction and use of new facilities. This acreage represents less than percent of the total park. There would be no adverse effect on significant wildlife habitat, water resources, floodplains, wetlands, or air quality. Impacts on soils and vegetation would be minor. The act defined the four units of Gateway, (three in New York and one in New Jersey); provided for land acquisition; and established the Gateway Advisory Commission. The recreation area has been the subject of a large-scale planning effort which began in 1975 and culminated in August 1979 with the publication of the General Management Plan (gmp) and Final Environmental Statement (fes). Seven documents preceded the gmp and fes: Basic Information released in September 1975, which provided a brief description of the park and region and an outline of the concerns, influences, and goals that were identified in the early stages of planning; Draft Statement of Management, published in April 1976, which included a detailed explanation of the park purpose, significance, objectives and influences.
