L’idée que l’on se fait de l’Afrique a radicalement changé. Encore considéré comme le continent des guerres, des famines et de la pauvreté chronique à la fin des années 90, le continent africain est maintenant évoqué sous l’angle de « l’Afrique qui monte » et du « XXIe siècle africain ». Deux décennies de croissance économique sans précédent devaient en principe améliorer sensiblement le bien-être des populations africaines. Il est toutefois difficile de dire si c’est effectivement le cas en raison de la médiocre qualité des données, de la nature du processus de croissance (s’agissant notamment du rôle des ressources naturelles), des conflits qui sévissent dans une partie la région et de la forte expansion démographique. Poverty in a Rising Africa décrit les problèmes de données et analyse systématiquement les informations disponibles sur la pauvreté et les inégalités dans une perspective tant monétaire que non monétaire. Le premier chapitre évalue la disponibilité et la qualité des données nécessaires pour cerner la pauvreté monétaire, examine les mécanismes de gouvernance et les processus politiques qui sous-tendent la production statistique et propose quelques méthodes pour combler le déficit de données. Le chapitre 2 évalue la robustesse des estimations sur la pauvreté en Afrique et brosse à grands traits le profil de ce fléau. Selon les auteurs, la réduction de la pauvreté en Afrique est peut-être légèrement supérieure à ce que les estimations traditionnelles portent à croire. Pour autant, même les estimations les plus optimistes indiquent que davantage de personnes vivaient dans la pauvreté en 2012 qu’en 1990. Le troisième chapitre considère la pauvreté dans une perspective élargie en prenant en compte les dimensions non monétaires du bien-être, telles que l’éducation, la santé et la liberté, en utilisant la méthode d’Amartya Sen (1985) axée sur les notions de capabilities et de functionings. Des progrès ont certes été accomplis dans plusieurs de ces domaines, mais les niveaux de résultats restent obstinément bas. Enfin, le chapitre 4 examine les données relatives aux inégalités en Afrique en analysant non seulement les types d’inégalités monétaires, mais aussi d’autres aspects tels que l’inégalité des chances, la mobilité intergénérationnelle dans le travail et l’éducation et l’extrême richesse.

Agricultural trade liberalization has been resisted by many developing-country policymakers, including those in the Middle East and North Africa, for fear it could hurt domestic farmers and exacerbate poverty. The authors of Trade Liberalization and Poverty in the Middle East and North Africa argue, however, that this concern about liberalization might be misplaced. Drawing on case studies from Egypt, Morocco, Syria, and Tunisia, the study uses household survey data and computable general equilibrium models to simulate the effects of various liberalization scenarios on different types of households in these countries, especially poor households. The results indicate that agricultural trade barriers are not an effective means of protecting the poor and that the benefits from many forms of agricultural trade liberalization to the region's consumers outweigh the costs to producers. If complemented with other domestic programs-including agricultural research and extension, information services, disease control, and social safety nets-the reforms have the potential to reduce poverty in these nations. The study findings are a valuable resource for policymakers and development specialists evaluating the role trade liberalization can play in economic development and poverty reduction.

"This paper uses data from national household expenditure surveys to explore whether food insecurity is more severe in South Asia or Sub-Saharan Africa. It employs two indicators of the diet quantity dimension of food insecurity, or the inability to access sufficient food: the prevalence of food energy deficiency and the prevalence of severe food energy deficiency. It also employs two indicators of the diet quality dimension, indicating lack of access to nutritious food: the prevalence of low diet diversity and the percent of energy from staple foods. It finds the regions' food energy deficiency prevalences to be quite close (51 percent in South Asia, 57 percent in Sub-Saharan Africa). However, the prevalence of severe food energy deficiency, which is more life threatening, is higher in Sub-Saharan Africa (51 percent versus 35 percent in South Asia). From a diet quality standpoint, the regions appear to suffer from a comparable and high reliance on staple foods in the diet to the neglect of foods rich in protein and micronutrients, but that Sub-Saharan Africa may be doing worse, as reflected in less diverse diets. The results confirm that both regions suffer from deep food insecurity problems but point to Sub-Saharan Africa as the region with the more severe problem, particularly when it comes to the diet quantity dimension of food insecurity. In deciding which region should be given greater emphasis in the international allocation of scarce development resources, the fact that the numbers of people affected by food insecurity are higher in South Asia should be taken into consideration."IFPRI web site
