The countries of the Southeast Europe region have the common objective of joining the European Union (EU). To achieve this goal, these countries have pursued closer integration with the EU and with each other, including signing the Central European Free Trade Agreement (CEFTA). CEFTA aims to fully liberalize trade in the region and work toward greater cooperation in a number of trade-related areas, such as investment, services, public procurement, and intellectual property rights. This paper aims to help policy makers in Southeast Europe assess the impact of the recently introduced trade policy measures, and proposes actions that could complement these measures and help achieve greater regional trade integration. The paper considers intra-regional trade flows and the remaining nontariff barriers to trade, the benefits of allowing free movement of skilled labor in the region, and how adopting the EU's Common External Tariff could prevent trade diversion.

The year 2008 will be a decisive one for the process of regional cooperation in South East Europe (SEE). First, the transition from the Stability Pact to the Regional Cooperation Council (RCC) will become effective with the establishment of the RCC and its Secretariat in Sarajevo, indicating a major evolution towards more regional ownership. Secondly, the renewed and reframed Central European Free Trade Agreement (CEFTA), or CEFTA 2006, will officially enter into force for all parties. Third, the Slovenian European Union presidency will endeavor to reaffirm the 2003 EU Thessaloniki Agenda, and work towards the completion of the network of Stabilization and Association Agreements and the enhancement of regional cooperation in several areas. This book addresses the challenges and prospects of regional cooperation in SEE by considering the increased diversity in the region, the new divisions and contradictions induced by the latest round of EU enlargement, the coexistence of numerous cooperation programs, and the still unresolved hard security issues. The book also discusses why SEE countries should embrace the process of wider regional cooperation that goes beyond too-narrowly conceived regional frameworks. A pan-European approach links SEE with countries in the Black Sea region, the Caucasus, Central Europe, and the Mediterranean basin. Upgraded and broadened regional cooperation in SEE would not interfere with, but rather complement and reinforce, EU integration and the European Neighborhood Policy (ENP), requiring both innovative thinking and the careful recalibration of previous regional initiatives.

Except for the history of colonialism, the European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have similar roots and they share initial targets to foster economic growth and competitiveness. However, the EU and ASEAN have diverging economic integration paths. The ASEAN Way implies non-interference in the internal affairs of the member nations. ASEAN has deliberately avoided creating a strong supranational regional institution and it has also avoided a strong EU-type agency. ASEAN is a major economic bloc, but compared to ASEAN, the EU is a stronger and more successful regional organization. Following profound integration initiatives in Southeast Asian countries, this region has now become the most dynamic and fastest growing regions of the world, especially when compared to other Asian subregions such as South Asia. In Southeast Asia, intra-regional trade has increased to 25% in the 2010s from 18% of total trade in the early-1990s. Southeast Asia has also become an attractive destination for foreign direct investment, which stood at 20% of total investment today compared to 12% in the early-1990s. Compared to Southeast Asia, South Asia has an abysmal performance in intra-regional trade and bilateral trade is throttled between India and Pakistan. Therefore, there is a need to harness the potential of regional cooperation through promoting regional institutions by learning from the experiences of EU and ASEAN to address the challenges faced by South Asia.

In the past 25 years, exports have contributed strongly to growth and economic convergence in many small open economies. However, the Western Balkan (WB) region, consisting of small emerging market economies, has not fully availed itself of this driver of growth and convergence. A lack of openness, reliance on low value products, and weak competitiveness largely explain the insignificant role of trade and exports in the region’s economic performance. This paper focuses on how the countries in the WB could lift exports through stronger integration with global value chains (GVCs) and broadening of services exports. The experience of countries that joined the European Union in or after 2004 shows that participation in GVCs can help small economies accelerate export and income growth. WB countries are not well integrated into Europe’s vibrant GVCs. Trade within the region is also limited—it tends to be bilateral and not cluster-like. Our analysis shows that by improving infrastructure and labor skills and adopting trade policies that ensure investor protection and harmonize regulations and legal provisions, the region can greatly enhance its engagement with GVCs. Services exports are an increasingly important part of global trade, and they offer an untapped source of growth. The magnitude of services exports from the WB region compares favorably with that of peers in Europe, particularly in travel services where several of these countries have a revealed comparative advantage. But there is significant room for growth in tourism exports and an untapped potential in business and information technology services exports that these countries can materialize through policy efforts that increase openness and enhance connectivity and labor skills. Serbia offers a good example of how decisive efforts, including education policies to ensure a sustained supply of skilled labor, can help information technology services exports to take off.
