This short open access book investigates the role of renewable energy in East Africa to provide policy-relevant inputs for the achievement of a cost-effective electrification process in the region. For each country, the authors review the current situation in the domestic power sector, adopt a GIS-based approach to plot renewable energy resources potential, and review currently planned projects and projects under development, as well as the key domestic renewables regulations. Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

Dry forest is defined as vegetation dominated by woody plants, primarily trees, the canopy of which covers more than 10 per cent of the ground surface, occurring in climates with a dry season of three months or more. This broad definition - wider than those used by many authors - incorporates vegetation types commonly termed woodland, shrubland, thicket, savanna, wooded grassland, as well as dry forest in its strict sense. Africa is considered one of the poorest continents in the world, mainly because its development has historically depended on imported resources including technical expertise. This view and its associated resource management strategy are based on the perception that Africa lacks sufficient energy resources to drive its development agenda. Analyses of individual countries’ energy potentials, exploitation levels and distribution mechanisms are provided with a view to identifying additional factors that are stifling Africa’s economic development. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses. The authors provide an in-depth analysis of the advantages and disadvantages of different energy sources in terms of their environmental, industrialization and distribution costs, impacts, and the development options best suited for improving Africa’s economic situation. This analysis is based on the assertion that Africa is indeed blessed with abundant energy resources, which have not been effectively exploited. Specifically, the paper identifies and analyzes several direct drivers of deforestation and forest degradation in Ethiopia including: forest clearance for both subsistence and large-scale agriculture; illegal and unsustainable extraction of wood mainly for charcoal and firewood; overgrazing; and recurrent forest fires. It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them ranging from small-scale subsistence farmers to national and global investors are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. These key issues include: reconciling the apparently contradictory policies and programs, particularly those that negatively affect the forestry sector; improving the forest tenure and governance system; augmenting economic return from forests to communities and individuals; creating more efficient and effective forest institutions at all levels; and enhancing sectoral and regional coordination among implementing agencies.
