The Coastal Fisheries Initiative (CFI) programme – a global partnership between FAO, the UN Development Programme, the UNEnvironment Programme, Conservation International, the World Bank and the World Wide Fund for Nature – has developed three legacy Global Knowledge Products to consolidate experience and lessons learned and to make its successful approaches and tangible impacts sustainable beyond the end of its five-year cycle. This e-book is the second of the series and is aimed at national and international policymakers, practitioners and development agencies. A key element of the CFI is the promotion of gender equity and equality in small-scale fisheries (SSF) given that these value chains employ 45 million women globally. However, their arduous work is often informal, underpaid and overlooked in policymaking. Addressing inequalities in women’s influence over coastal fisheries governance is essential. They have a fundamental right to take part in decisions about sustainability, conservation and the management of resources that directly affect their lives. Women also have a critical contribution to make to improve fisheries practices because their decisions and choices can affect how fishing is carried out, what and how much fish is caught, and how that fish is converted into food or income. In March 2020, a regional inception workshop was held in Ghana a project of the Food and Agriculture Organization of the United Nations (FAO) and the Norwegian Agency for Development Cooperation (Norad) entitled Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives. This is the report from the workshop. The project promotes the application of the principles of the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (the SSF Guidelines) in FAO member countries and regions. The project end date was originally in December 2019 but was extended for another year into 2020 to focus on the issue of empowering women in fisheries for sustainable food systems. Accordingly, the project will support women in small-scale fisheries, particularly in the postharvest sector, with a view to improving food security and nutrition and promoting gender equality. In 2020, related activities will begin in Ghana, Malawi, Sierra Leone, Uganda and the United Republic of Tanzania. The project will also support sharing lessons learned and good practices, and it will help to strengthen institutional structures at the regional and global levels.

Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. Through the FAO-NORAD project, survey data was used to “map” women’s organizations and assess their present capacities and needs in the small-scale fisheries sector. Data collection for this study (herein referred to as the Women’s SSF Mapping Assessment) focused on four districts: Buikwe along Lake Victoria, and Mukono, Masaka and Buliisa districts in Lake Albert. Across these four districts, a total of 49 surveys were collected between 27 August and 6 September 2020 (for a full overview of the study methods, see Appendix 1). The results of this study and related recommendations for capacity enhancement activities were later validated at a workshop held 23–25 March 2021, by representatives from the central government (Ministry of Agriculture, Animal Industry and Fisheries – MAAIF), district-level officials, extension officers, and women from the small-scale fisheries sector. The workshop, which was presided over by the Commissioner for Resource Management, was attended by 40 participants. Their feedback on proposed capacity enhancement activities is reflected in this report.
