Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

Given the slow structural transformation of employment in rural areas in India, this paper tries to probe into the structural transformation in semi-arid tropics of India, by using high frequency longitudinal panel data from 1975 to 2010. The results show that, up to early 1980s, structural transformation was very slow and most of the workers dependent on agriculture for their livelihoods. Most of the workers are spent more days in self-employment in agriculture with very few days in paid work. Both men and women have more leisure time during the 1970s compared to early 2000s. However, from 2001 onwards, there has been an increase in non-farm employment opportunities in both self-employment and also paid work mostly for rural male, but most of the rural women remained in farm sector. Results also shows that even though education improves chances of getting higher remunerative employment, still rural labour markets are segmented based on social groups to some extent. The high unemployment among educated youth indicates that the skills acquired by the educational system are not meeting the needs of the rural economy. However, many parents are investing heavily in children's education with the expectation of getting higher paid urban jobs. Over the period, gender and caste differences in wage rates decreased slightly, but are not eliminated wholly. Men work days are more than women work days per year, however If we take domestic work into consideration women work more days than men. Attached labourer are almost eliminated with the implementation of bonded labour abolition act and most of them shifted to different occupations including cultivation or casual agricultural labourer or took up petty businesses. There is significant increase in farm mechanisation in recent years due to scarcity of labour and higher wage rates. The results also show that the real wage rates started increasing much before the introduction of a major employment guarantee program (MGNREGA) and mostly driven by increased non-farm employment opportunities, rural-urban linkages, migration and increased agricultural productivity.

The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was enacted in India with the multiple objectives of providing employment in a rights-based framework, addressing rural poverty, checking migration, and building rural infrastructure. As such, every year around 15–20 per cent of households in India overall and 30 per cent in rural India receive some form of employment share under the MGNREGA programme. This volume looks at various aspect of the scheme, its linkage with employment, agricultural wages, livelihood and food security, gender issues, and migration in rural India. It also discusses challenges in implementation, hurdles and the relative successes of the scheme. This book examines the inclusive development experiences and impacts of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). It discusses the theoretical assumptions underlying the inclusive development of Employment Guarantee Scheme (EGS), and draws conclusions based on robust data and real-world experiences with the MGNREGS – which has attracted global attention as India’s most ambitious, rights-based development initiative and most expansive work-based social security measure, the world’s largest public works programme, and people-centric approach to development. The book argues that the Scheme holds vast potential, and, in fact, has made significant contribution to the promotion of livelihoods of the poorest of the poor, but that the weak institutions of local-self-governance, entrusted for implementation of the Scheme, are incapable of exploiting them to the full. It ends with a concrete policy suggestion: the inclusive development experiences gathered with the EGS and presented here could offer a source of policy change in many developing Afro-Asian countries whose situations are similar to India’s, provided the local conditions in the respective country are taken into consideration when designing the EGS. Its significance as a social security measure has increased in post-COVID loss of jobs and livelihoods of the poor.

India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

Economic development remains the major objective of any economy and rural development is an integral part of overall development programme. Similarly, one of the major objectives of the development planning in India, since independence, is "Growth with social justice". Upliftment of villages has always remained and will continue to remain to be the major area of achievements in all the discussions pertaining to economic growth of the economy. India is country of villages and according to census 2011, about 68.85 percent of its population reside in villages out of which 25.70 percent live below the poverty line. Majority of rural population of India depend on agriculture and allied activities for their livelihood. Creation of employment opportunities in rural areas is affected by the low rate of growth of agricultural sector. The poor, who are at the below subsistence level, largely depend on the wages earned through unskilled casual manual labour. The inadequate labour demand in lean period in agricultural sector and events like natural calamities and personal ill-health, adversely affect the level of employment, income and livelihood of rural population. Employment generation in rural areas, therefore, becomes crucial for reducing poverty. The quantum of unemployment helps to decide the action plan to be framed and followed. The National Rural Employment Guarantee Act (NREGA) was introduced in Anatpur District of Andhra Pradesh by Prime Minister, Dr Manmohan Singh on February 2, 2006. NREGA had been renamed as Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) on the occasion of 50th Anniversary of launching of Panchayati Raj and observing 2009-10 as year of Gram Sabha in New Delhi on 2nd October, 2009.
