The workshop was designed to promote a public-private sector exchange on how best to address issues arising in energy security at a time of growing uncertainty. In particular, it sought to assess emerging threats to energy security and stability and discuss new security strategies to protect global energy supplies from regional instability and terrorism. The format involved a wide-ranging international group of poli- formers and advisers from NATO, Partner and other countries, in a unique forum for intensive expert discussion. Background The international community is increasingly conscious of the need to develop new energy security strategies in order to protect global energy supplies from regional instability and terrorism. Energy security is a vital element in international stability. However, a variety of energy-related economic, technical, and military/political factors pose serious challenges to the international community’s pursuit of energy security and stability: The global economy is expected to continue to be largely dependent on oil and gas for the next twenty to thirty years. Current levels of production may need to be doubled in this period, with most of the increment coming from the Gulf States who control 66% of global oil reserves and 40% of global natural gas reserves. There are forecasts of significant capacity shortfalls.

A stable and reliable energy supply is of critical importance and enhances resilience against political and economic pressures. As was noted during the NATO Warsaw Summit in 2016, energy developments could have significant political and security implications for the alliance and its allies, as demonstrated by the crises to NATO's east and south. This book presents papers from the NATO Advanced Research Workshop “Addressing Emerging Security Risks for Energy Flows over South Caucasus”, which took place in Tbilisi, Georgia, in December 2016. The workshop brought together academics specializing in energy security, practitioners dealing with energy infrastructure, safety and critical energy projects, NATO and EU experts, and representatives from industry, civil society and governmental agencies. The workshop consisted of six major panels, which addressed numerous issues and emphasised the importance of the energy transit function of Georgia and the South Caucasus. It reviewed existing and future energy transit projects and potential flows of oil and power, and debated areas of common interest and forms of cooperation between consumers, producers and transit states. New security challenges raised by the increased threat of terrorist activities and potential military actions were also analyzed. Potential forms of cooperation to provide adequate strategic and tactical safeguards against emerging threats were identified by the participants, and the book will be of interest to all those concerned with the security of our energy supplies.

Since independence, the West African sub-region has been an arena for a number of large-scale conflicts and civil wars, as well as simmering and low-intensity uprisings. Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth.
