Should more office accommodation be re quired on the first oor it is only necessary to extend this oor backwards, and when the telephone service grows to such an extent that the present operating room will not accommodate sufficient switchboard it will mean that it and the second oor beneath will have to be extended backwards to provide additional oor Space. This can be done at one time or from time to time as required without disturbing the existing service or business conditions. On the first floor are commodious public offices, with direct access to the manager, business offices and telephone booths: Special provision has been made in the entrance vestibule so that it can be used by the public to telephone after business hours. Plant department is situated in the rear of the public office and terminal and battery rooms are arranged across the front of the second storey, the oper ators' retiring rooms being at the rear. The entire oor is used for the operating room, at the rear of which to the yard level is a fire escape communicating with each floor. The experience of the majority of the other states of the Union clearly points to the one logical thing to do, and that is to place traction companies under the control Of a state public utilities commission. Minnesota already has a railway and warehouse commis sion that could be given enlarged powers to supervise the traction companies of the state. The records of our neigh bor state, Wisconsin, and many Others who have followed this plan, proves conclusively that this method of handling public utilities is far superior to that of municipal control. The situation in Minnesota, with Minneapolis, St. Paul and Duluth served by one traction corporation, makes it especially desirable to utilize this state commission plan. This will do away with all local franchise granted by city councils and will give the greatest assurance for adequate service. The city councils lay their demands before the state commissions and the tract-ion companies present their side of the case, and this judicial commission employs the services of the very best engineers and auditors, and their decisions are usually in the best interests Of the public.
