This book analyzes the decay of Liberal politics in Spain as the regional version of the general crisis that engulfed most of Europe between 1916 and 1923. Romero enriches the important wider debate about this watershed period of European history when, in the face of unprecedented mass social protest and political mobilization, incumbent governing elites struggled to find a valid formula of social containment in the dawning of mass politics which also saw the spread of the radical new doctrines of Bolshevism and Fascism. Above all, this book examines Spain’s "crisis of modernization," a process marked by complex social and political realignments through which the nature of civil society was profoundly altered. It resulted in an unprecedented spiral of violence and a polarization that firstly led to an authoritarian formula of social control in 1923, and ultimately to the outbreak of civil war in 1936.

Pero hay otro hilo que vincula lo común, no a la esencia de los hombres o a la naturaleza de las cosas, sino a la actividad de los hombres mismos: sólo una práctica de puesta en conjunto puede decidir qué es “común”, reservar ciertas cosas al uso común, producir determinadas reglas capaces de obligar a los hombres. Peronism, the Argentine political movement created by Juan Perón in the 1940's, has revolved since its inception around a personalistic leader, a set of powerful trade unions, and a weakly institutionalized political party. This book examines why Peronism continued to be weakly institutionalized as a party after Perón was overthrown in 1955 and argues that this weakness has impeded the consolidation of Argentine democracy. Within an analysis of Peronism from 1943 to 1995, the author pays special attention to the 1962-66 and 1984-88 periods, when some Peronist politicians and union leaders tried, but failed, to strengthen the party structure. By identifying the forces that led to these efforts of party-building and by analyzing the counterforces that thwarted them, he shows how these failures have shaped Argentina's experience with democracy. Drawing on this interpretation of Peronism and its place in Argentine politics, the book develops a distributive conflict/political party explanation for Argentina's democratic instability and contrasts it to alternatives that stress economic dependency, populist economic policies, political culture, and military interventionism.

Tax revenues have risen robustly across Latin America in recent decades, casting doubt on the region's reputation for having states too poor to finance economic and social development. However, dramatic differences persist in the magnitude of national tax burdens and public sector size, even among seemingly similar countries. This book examines the historical roots of this variation. Through in-depth case studies of Argentina, Brazil, Chile, and Mexico, as well as evidence from Ecuador and Guatemala, Ondetti reveals the lasting impact of historical episodes of redistributive reform that threatened property rights. Ironically, where such episodes were most extensive, they hindered future taxation by prompting economic elites and social conservatives to mobilize politically against state intervention, forming peak business associations, rightist parties, and other formal and informal organizations that have proven to be remarkably enduring.
