In the 1970s political and economic changes to the world order led to an emerging "globalization" credited with the ceding of state sovereignty to a "de facto world government" of transnational corporations and with the anti-globalism movement directed at countering it. Mexico, however, has maintained the salience of the national unit in the form of the state as a ruling apparatus and as the target of organized, non-state, political opposition. This study examines the transformation of Mexico's social and political organization from state corporatism to transnationalized corporatism, a form distinguished by the effect that International Financial Institutions and the World Trade Organization have on the state's relationship to the rest of society. By exploring how non-governmental organizations, political parties, unions and social movements (notably the Zapatistas) engage with the state under neoliberalism, this work significantly emphasizes the continued relevance of corporatist structures in an environment of electoral democratic reform.

This is a story about governance in Mexico after the labor and environmental accords—called "side agreements"—that accompanied the NAFTA treaty went into effect. These side agreements required member states to uphold and enforce their labor and environmental laws; though never codified, it was widely accepted that Mexico, in particular, had a problem with law enforcement. Side Effects explores how differences in institutional design (of the side agreements) and domestic capacity (between the labor and environment sectors) influenced norm socialization in Mexico. It argues that the acceptance of rule-of-law norms in environmental governance can be attributed to participating institutions' independence from national control, their willingness to give citizens access, and the professionalization and technical capacity of domestic bureaucrats and civil society actors. Changes in labor governance have been hampered by union confederations, longstanding corruption, and a closed opportunity structure. Going beyond a simple accounting exercise of resources devoted to enforcing the law, this book comes to grips with how best to strengthen local capacity and promote pro-norm behavior—advances essential to the task of development and democratization.

In this first-ever collection of labor anthropology from around the world, the contributors to Uncertain Times assert that traditional labor unions have been co-opted by neoliberal policies of corporate capital and have become service organizations rather than drivers of social movements. The current structure of labor unions facilitates corporations’ need for a stable labor force while reducing their power to prevent outsourcing, subcontracting, and other methods of undercutting worker security and union power. As the 21st Century unfolds, the traditional welfare state that evolved during the 20th Century faces serious threats to the solidarity that social programs were meant to strengthen. The rise of populist and nationalist parties reflects the decline of a sense of belonging and inclusiveness that mass education and economic progress were meant to foster, as traditional politics and parties are rejected by working- and middle-class individuals who were previously their staunchest supporters. Increasingly, these groups reject the growing gaps in income, power, and privilege that they perceive between themselves and highly educated and cosmopolitan business, academic, and political elites. When Strangers Become Family examines the potential role of civil society organizations in guaranteeing the rights and addressing the needs of vulnerable groups, paying particular attention to their role in advocacy for and service delivery to older people. The book includes a discussion of the origins and functions of this sector that focuses on the relationship between the state and non-governmental organizations, as well as a close examination of Mexico – a middle-income nation with a rapidly aging population and limited state welfare for older people.
