El derecho de acceso a los medios constituye una manifestación concreta del derecho a la comunicación que vienen defendiendo algunas organizaciones internacionales como expresión más ajustada a las sociedades de la información y la comunicación del tradicional derecho a la información. Se trata de que la ciudadanía pueda hacer efectiva su voluntad y en ocasiones su derecho de participar activamente en los medios, más allá de su condición de espectador pasivo, articulando así un verdadero proceso de comunicación. Este derecho de participación venía siendo reconocido ya jurídicamente en algunos casos en España en la propia Constitución y algunas leyes específi cas, como el derecho de rectifi cación y de réplica o el de acceso de los grupos sociales y políticos signifi cativos a los medios públicos. Pero en los últimos años se vienen sumando nuevas modalidades de participación, como el derecho de tiempo de antena o el de participación en los órganos rectores o consultivos de los medios públicos. Así como también la participación a través de los diferentes mecanismos de autorregulación o, ya de manera más informal, a través de los espacios abiertos en los medios para la participación del público, algo que las NTICS hacen mucho más cotidiano y al alcance de todos; incluso hasta el punto de plantear retos, para bien y para mal, al periodismo tal y como lo conocíamos. En las sociedades de la información y la comunicación es necesario abrir un debate sobre la participación del público y el acceso y la accesibilidad de los medios, en las diferentes dimensiones y formas que pueden adoptar estos. Es lo que hemos querido hacer en estos dos volúmenes. El primero, abordando dicha participación desde una óptica más jurídica y desde el punto de vista de la autorregulación. El segundo, más centrado en la participación a través de las NTICS y el análisis de algunos ejemplos recientes. Esperamos que estos trabajos puedan contribuir a este debate profesional y ciudadano: el de un acceso a la comunicación social más universal y rico para una sociedad más participativa y abierta.
