This book offers a treatment of social justice and higher education within small island developing states like the Caribbean. Globalisation processes are currently having a powerful and far-reaching influence upon all societies worldwide. At the same time, many communities are ever more forcefully acknowledging their distinctive characteristics and celebrating their cultural differences. In this turbulent era, societies that have undergone particularly rapid political, economic and social change have a collective experience from which others have much to learn. The analysis of such ‘societies in transition’, and their efforts to transform educational policy and practice, is one focus for this volume. The collective studies are also concerned with the impact of the processes of globalisation and geopolitical change upon the related transitions of post-colonial societies; and upon the implications of the analysis for international agency policy and practice throughout the developing world. Contributors are drawn from a wide range of professional and academic backgrounds representing national governments, international agencies, research bodies, policy makers, researchers and practitioners. This 2017 Article IV Consultation highlights that adverse developments negatively impacted the Belizean economy in 2016, with strong expansion of tourism the only bright spot. Output is estimated to have contracted by 0.8 percent in 2016, reflecting a continued slowdown in oil production and agriculture. Fish and citrus production were hit by diseases. Growth in tourism was facilitated by improved airlift, marketing and new foreign direct investment projects. Unemployment increased to 11.1 percent in September 2016, from 10.2 percent a year earlier. Growth is projected at just under 2 percent over the medium term.

Through an innovative approach that combines years of ethnographic research with British imperial archival sources, this book reveals how cultural heritage has been negotiated by colonial, independent state, and community actors in Belize from the late nineteenth century to the present. Alicia McGill explores the heritage of two African-descendant Kriol communities as seen in the contexts of archaeology and formal education. McGill demonstrates that in both spheres, Belizean institutions have constructed and used heritage places and ideologies to manage difference, govern subjects and citizens, and reinforce development agendas. In the communities studied here, ancient Maya cities and legacies have been prized while Kriol histories have been marginalized, and racial and ethnic inequalities have endured. Yet McGill shows that at the same time, Belizean teachers and children resist, maintaining their Kriol identity through storytelling, subsistence practices, and other engagements with ecological resources. They also creatively identify connections between themselves and the ancient cultures that once lived in their regions. Exploring heritage as a social construct, McGill provides examples of the many ways people construct values, meanings, and customs related to it.
