A educação especial fora, até meados do século XX no Brasil, uma responsabilidade de instituições educacionais especializadas que se organizaram devido à atuação de pais e adeptos à causa das pessoas com deficiências, tanto em âmbito público como privado, tornando-se importante integrante na trajetória da educação inclusiva brasileira. A presente pesquisa aborda a história da educação especial no Brasil articulada às políticas públicas de educação. Apresenta a trajetória da Associação de Pais e Amigos dos Excepcionais – APAE desde seu início em 1954 na cidade do Rio de Janeiro e como se instalou no Estado de Mato Grosso do Sul. Descreve como se deu a institucionalização da APAE na cidade de Naviraí-MS, tornando parte importante na história da Educação Especial no Brasil e como essa instituição tem se operacionalizado e colaborado com a inclusão educacional do Público Alvo da Educação Especial – PAEE. Esta obra traz também a leitura de uma experiência exitosa da antiga APAE de Contagem-MG que, através de um trabalho diferenciado, transformou-se em Centro de Atendimento e Inclusão Social – CAIS e dessa forma colaborou para a inclusão das crianças e adolescentes atendidos por essa instituição.
