As utilities investigate ways to implement conservation programs, the differences between customer and utility economic perspectives become more important. Because utilities bear the cost of new energy sources, energy efficiency investments that are cost-effective to them may not be cost-effective to their customers who pay average energy prices and have different economic parameters. The Bonneville Power Administration (BPA) and other parties in the Pacific Northwest have initiated an innovative manufactured (mobile) home energy conservation program. Because manufactured homes are regulated by the Department of Housing and Urban Development (HUD), are exempt from local regulations, and comprise up to 50% of new housing starts in some parts of the United States, utilities and energy planners need to find creative ways to make the economics of manufactured housing energy-efficiency investments more attractive. Differences between the economic criteria and perspectives of consumers and utilities can be used to design energy-efficiency programs. This paper discusses life-cycle cost (LCC) analysis as a framework for highlighting these differences and examines other economic criteria. It then presents information from the Pacific Northwest manufactured housing program to illustrate the application of this framework to a real-world program. Findings from this program should, be of interest to utility and government planners who are designing innovative energy-efficiency programs.

Demand side management (DSM) is one of the most topical issues in regulating electric utilities, both in the United States and internationally. What is DSM? It consists of various measures at the level of demand (households, commerce, industry, others), which are at least partially financed by electric utilities and which should either conserve energy or reduce the peak load. The practice of DSM originates from The Public Utility Regulatory Policy Act of 1978 (PURPA) that provided the political and legal framework to set energy conservation as a national goal, which encouraged regulatory commissions to initiate utility conservation programs; see e.g., Nowell-Tschirhart (1990) and Fox-Penner (1990). Moreover, integrated resource planning, which must account for DSM on a level playing field with supply, is written into the 1992 Energy Policy Act as the U.S. Government's preferred method of electric power planning. Although PURPA set energy conservation as a national priority, its implementation was left to the states with the consequence of considerable differences concerning efforts and rules. By 1993 16 states had already implemented integrated resource planning, 9 were in the process of doing so and further 9 considered implementation, (EPRI 1993b). Due to the Clean Air Act of 1990, 24 states are considering to include external costs in integrated resource planning.

Energy efficiency is the key to sustainable development; thus, decoupling economic growth from unsustainable energy demand is essential. The Public Utility Commission of Texas (PUCT) has mandated several utility companies' energy efficiency annual goals. While some utilities had been able to easily meet the goals, the other utility companies had struggled to meet the objectives. It is a certificate issued by independent certifying bodies confirming market actors' energy savings claims because of energy efficiency improvement measures. The certificate trading enables utilities buying certificates to meet their energy efficiency goal. If a utility company can implement more energy efficiency programs in terms of the number of kWh/kW with a relatively lower cost beyond their goal, they can sell their energy saving excess to other utility companies that have to implement more expensive energy efficiency measures. The simulation aims to minimize the cost of meeting the goal for energy reduction through energy programs by selecting the least-cost programs. This simulation will calculate the overall cost saving. There are two types of energy efficiency goals which are based on kW and kWh. Additional constraints are also implemented such as Mandatory low-income programs (MLIP) to ensure each utility implements low-income households' measures and 30% Within Service Area (WSA) to ensure 30% of their goal is achieved by their own program. This research suggested that enabling energy efficiency certificate trading minimizes the total cost for achieving the Texas energy efficiency goal. In almost all simulated cases, all utilities financially benefit from joining the trading system because the utility companies spend less to achieve their own energy efficiency goal. In all cases, adding MLIP and WSA constraints increases the total cost to achieve the goal. Furthermore, in terms of the policy, Stakeholder analysis suggested that policymakers consider each utility's different role. Utilities that are within the Electric Reliability Council of Texas (ERCOT) electricity market will have different business structures compared to the ones who are not. Furthermore, integrating Energy efficiency certificate and Renewable Energy Credit would also be more complicated, considering, not all utilities have an obligation to achieve the Renewable Energy Credit target

While the utilization of energy efficiency has grown in recent years, it has not been distributed evenly across the country. In some states, over 2 of a utility's budget is spent on energy efficiency; in other states that number is 0. Much of the growth in energy efficiency has been due to state policies and the development utility-level energy efficiency programs. Yet, all utility programs are not created equal. Because they are often exempt from state regulation (and therefore state energy efficiency policy), publicly-owned utilities have traditionally lagged behind IOUs when it comes to EE programs. This research quantifies energy efficiency programs in four Midwestern states: Iowa, Indiana, Michigan and Wisconsin. The first part of the thesis evaluates 474 electric utilities as to whether they had an energy efficiency program in 2010. The second part of the thesis evaluates each utility's EE program spending in terms of energy and utility specific factors, as well as socio-economic, housing stock and political variables. Through descriptive statistical analysis and the creation of a predictable linear regression model, this thesis identifies relationships between the dependent variable (EE program spending as a % of a utility's total revenue) and commonly cited barriers to EE program development. Through the analysis, this study finds widespread EE program coverage in Iowa, Michigan and Wisconsin. Also, it finds states are the greatest predictor of utility energy efficiency program spending. A utility's ownership type and the share of homes that heat with electricity are also significant predictors of program spending.
