The 2011 Economic Development in Africa Report focuses on the topic Fostering Industrial Development in Africa in the New Global Environment. The Report provides an overview of the stages, performance and lessons learned from previous attempts at promoting industrial development in Africa (chapter 2). It then goes on to discuss key elements for a new industrial policy for Africa. This must begin with a careful diagnosis of the current situation and strategy design. A framework for this, as well as a typology of African countries, is set out in chapter 3. Chapter 4 goes on to discuss the why and the how of industrial policy, whilst chapter 5 indicates how the policy may be calibrated with the new policy messages of the Report. Unevenness and inequalities form a central fact of African economic experiences. This book challenges conventional wisdoms about economic performance and possible policies for economic development in African countries, using the striking variation in economic performance as a starting point. African Economic Development: Evidence, Theory, and Policy highlights not only difference between countries, but also variation within countries. It focuses on issues relating to gender, class, and ethnic identity, such as neo-natal mortality, school dropout, and horticultural and agribusiness exports. Variations in these areas point to opportunities for changing perfomance, reducing reducing inequalities, learning from other policy experiences, and escaping the ties of structure and the legacies of a colonial past. African Economic Development rejects teleological illusions and Eurocentric prejudice, criticizing a range of orthodox and heterodox economists for their cavalier attitude to evidence.
