This book explores and analyzes the rapid pace of technological evolution in diplomatic, information, military, and economic sectors, which has contributed to a dynamic international policy environment. Global political stability is greatly influenced by innovations originating from numerous sources, including university labs, the technology sector, and military research. Collectively, these innovations guide the movement of people, ideas, and technology that in turn affect the international balance of power. The objective of this volume is to develop new insights into how the proliferation of innovative ideas, low-cost weapons, and dual-use technologies impact the changing global security landscape. Innovative and dual-use technologies can be used for beneficial purposes or defensive purposes. Recent advances in disciplines such as biotechnology, nanotechnology, and neuropharmacology entail a "dual-use dilemma" because they promise benefits for human health and welfare yet pose the risk of misuse for hostile purposes. The emerging field of synthetic genomics, for example, can produce custom DNA molecules for life-saving drugs but also makes possible the creation of deadly viral agents for biological warfare or terrorism. The challenge for policymakers is to prevent the misuse of these new technologies without forgoing their benefits . This book deals with the problem of dual-use science research and technology. It first explains the concept of dual use and then offers analyses of collective knowledge and collective ignorance. It goes on to present a theory of collective responsibility, followed by four chapters focusing on a particular scientific field or industry of dual use concern: the chemical industry, the nuclear industry, cyber-technology and the biological sciences. The problem of dual-use science research and technology arises because such research and technology has the potential to be used for great evil as well as for great good. On the one hand, knowledge is a necessary condition, and perhaps a constitutive feature, of technologies that contribute greatly to individual and collective well-being. Consider, for example, nuclear technology that enables the generation of low cost electricity in populations without obvious alternative energy sources. So technological knowledge is a good thing and ignorance of it a bad thing. On the other hand, these same technologies can be extremely harmful to individuals and collectives, as with the atomic bombs dropped on Hiroshima and Nagasaki. So, at least with respect to some technologies evidently knowledge is a bad thing and ignorance a good thing. Accordingly, the question arises as to whether we ought to limit scientific research and/or the development of technology and, if so, which research or technology, in what manner and to what extent. This book examines the answer to that question.

The events of past years have shown how the threat of both intentional and natural disasters could bring the civil and the military worlds closer in the conceivement and deployment of countermeasures as well as in the identification of effective strategies for enhancing the Planet safety and security. In this frame, the concept of dual use - the set of technologies and applications that can be exploited for both civil and military purposes - becomes a key topic. In addition, the aerospace industry is a strategic building block in the deployment of a network centric environment that aims at the global protection of the mankind. Aerospace is a natural environment for dual use: many of the related enabling technologies have first been developed for the military world and then applied to civil - including commercial - purposes. On September 12-14, 2007 an International Symposium was held in Rome, joining the dual use approach with aerospace technology. The event called experts and operators from the military and civil community, belonging to industry, scientific, and governmental institutions. The common aim was an effective convergence between the available and perspected technologies for the civil and military worlds as well as the conceivement of applications that can take the maximum benefit from the dual approach, optimizing the available economic resources. The Symposium included invited-only contributions and an industrial panel. The main results of the Symposium, derived from key-note speeches, invited lectures, panel discussions, and conclusions, have created the starting material to develop this edited book. This book - the first on the topic - can be considered a milestone and a key-tool aimed at driving the industrial, scientific, and institutional efforts of the international community to guarantee a pleasant and safe future to the whole Planet.

This report identifies and assesses the role that national law enforcement actors and public prosecutors in the EU member states play in helping prevent the proliferation of weapons of mass destruction (WMD) by stopping the illicit trade in dual-use items. In the 1980s and 1990s, some EU member states discovered cases of illegal trade in sensitive items for use in, for example, the Pakistani nuclear weapon programme. The report discusses how these cases were dealt with in these countries, using a case study model. Acknowledging that dual-use goods are subject to the free movement of goods within the EU, the report emphasizes the importance of coordinating customs and licensing standards among the EU member states to prevent abuse of the EU market for 'licence shopping'. It also presents the argument for the coordination of prosecution and penalties for offenders. In order to show the level of coordination that is required, the report provides an overview of both the international, EU and national legal frameworks for control of the export of dual-use goods.
