Two other ques tions relating to labor, although not vitally important, would be exceedingly interesting and instructive, as tending to Show the Ishmaelitish character of our industry; viz., the greatest number employed at any one time, and the total number of persons employed during the year. The difference between these figures and those which show the average number en gaged (the stereotyped question of the census) would present very striking and very significant results, both in regard to the quality of our labor and the habits of our people. That, after requiring these particulars, the schedule should call for the amount paid in wages during the year, is not one of the disputed points. The only question might be as to the form of the inquiry. That given above is preferable to cost of labor (as in since the latter is ambiguous, and is commonly understood to embrace the value of the labor of owners or partners when working at their trade, which is precisely what ought not to be included. Their remunera tion is to be derived from the profits of their business, and those are to be calculated from the difference between the united cost of labor, materials, and power, and the total value of the resulting product. ​This is the first book that performs international and intertemporal comparisons of uniform tax progression with empirical data. While conventional measures of tax progression suffer from serious disadvantages for empirical analyses, this book extends uniform measures to progression comparisons of countries with different income distributions. Tax progression is analyzed in terms of Lorenz curve and Suits curve equivalents of net incomes and taxes. The authors derive six distinct definitions of the relation "is more progressive than", which are then utilized for an empirical analysis of 13 countries included in the Luxembourg Income Study (LIS). In two thirds of all international comparisons of tax progression, the authors report a clear ranking of the respective countries in terms of progression dominance. Tax based definitions of greater progressivity perform best. These observations are yet reinforced by statistical tests. The book also provides an account of the institutional background of the involved countries in order to facilitate the interpretation of the data. Moreover, the authors conduct intertemporal comparisons of tax progression for selected countries and perform a sensitivity analysis with respect to the parameterization of the equivalence scale.

Hospital Cost Analysis provides an overview of theoretical developments in the economic analysis of production and costs in the multiproduct firm, and discusses these developments. Following a lucid explanation of the concepts of jointness, input/output separability and returns to scale, a detailed discussion of the concept measurement and classification of hospital output is provided. A fundamental dilemma confronting economists interested in estimating hospital cost functions is highlighted, viz. the trade-off between flexibility in functional form and homogeneity within hospital output categories. Empirical results on the effects of case mix, scale and utilisation, public/private ownership, and the centralised administration of hospital systems on hospital costs are presented. The implications of hospital cost analysis for public policy with respect to hospital payment schemes, including schemes based on Diagnosis Related Groups (DRGs), are also considered. This book brings together the literature on hospital cost analysis with theoretical developments in the analysis of the multiproduct cost functions. It will be of considerable interest to teachers and students of health economics and health policy advisers interested in the determinants of hospital costs and the design of hospital payment schemes.
