Book Description
This report analyses MoD's annual report and accounts 2004-05 (published in October 2005 - later than planned - as HC 464, session 2005-06, ISBN 0102935424) which combines MoD's annual performance report and the consolidated departmental resource accounts. Overall MoD's performance against its seven Public Service Agreement (PSA) targets has been mixed: three were "met", two were "partly met", one was "on course" to be met, and one was "not yet assessed". On recruitment and retention (partly met) all three armed services are suffering from critical shortages in various specialist trades, including aircrew and medical personnel. Although MoD reported £400m of savings in the operating costs of the Defence Logistics Organisation, the Committee criticizes the fact that not all of them could be validated. On procurement, MoD did not meet the targets relating to project time slippage. Cost decreases of £699 million were reported on the top 20 major defence equipment projects, but much of this was a result of cuts in the numbers of equipment ordered or in the capability of equipment. Losses reported in MoD's Financial Accounts totalled some £400 million, a lower figure than the previous year but still a substantial sum. Reported losses on the Landing Ship Dock (Auxiliary) programme, which involves the procurement of four transport ships, were some £100 million and further losses might arise. Another loss totalling £147 million related to a building project at the Atomic Weapons Establishment at Aldermaston. The building was unable to meet the requirement and no other use could be found for it. It is another example of substantial waste which has to avoided in the future.

From Depression to Devolution
Author: Leon Gooberman
Publisher: University of Wales Press
ISBN: 1783169605
Category : Business & Economics
Languages : en
Pages : 381
Book Description
Throughout the twentieth century, Wales underwent rapid and far-reaching economic upheavals on such a scale that few avoided their impacts – from recessions, war, changing fortunes within the iconic steel and coal industries, the rise and decline of manufacturing, as well as the gradual rise to dominance of the service sector – the changes were as dramatic as was the intensity of attempts to deal with their consequences. Wales was a laboratory for government intervention in the economy, ranging from the attraction of investment and the clearance of land made derelict by industry, to the regeneration of urban areas. This is the first book to focus on these actions and to outline why, how and with what effect governments intervened, and it contains timely commentary as economic performance remains one of the most important issues facing contemporary Wales.

Policing Welfare Fraud
Author: Scarlet Wilcock
Publisher: Taylor & Francis
ISBN: 1003815715
Category : Social Science
Languages : en
Pages : 158
Book Description
Policing Welfare Fraud charts and interrogates the suite of measures ostensibly designed to combat welfare fraud and non-compliance. In Australia, which serves as the empirical focus of this book, these strategies include stringent ID checks, pre-emptive data surveillance technologies including the infamous and illegal ‘robodebt’ programme, a dedicated fraud hotline and an ‘intelligence-led’ fraud investigation framework. Drawing on original documentary and interview data, including interviews with fraud investigators, this book unpacks the logics that underpin these anti-fraud initiatives with a focus on how these initiatives are imbued with logics and practices more readily associated with the criminal justice system. The central argument of the book is that the emergence of contemporary welfare compliance regimes represents a form of ‘governing through fraud’ in which the threat of welfare fraud has effectively necessitated a regime of criminalisation within the welfare state. This has been enabled by a broader process of neoliberal welfare reform, which has cast suspicion over all welfare use. The overall effect of this regime is to restrict access to social security, punish welfare recipients and stigmatise welfare use. Policing Welfare Fraud also highlights points of contradiction and multiplicity in the enactment of specific welfare compliance initiatives, including attempts by welfare officials to moderate or reformulate these strategies ‘on the ground’. These findings demonstrate that the criminalisation of welfare is neither uniform nor inexorable, and that more progressive welfare reform is possible. An accessible and compelling read, this book will appeal to students and scholars of criminology, sociology, politics and those interested in the policing of welfare recipients.

Corporate Ownership and Control
Author: Shalini Perera
Publisher: World Scientific
ISBN: 9812837477
Category : Business & Economics
Languages : en
Pages : 446
Book Description
The governance of companies is of importance to developing countries due to the link between effective corporate governance and economic development. Ownership and control of public companies, except in the US and UK, is often in the hands of a few individuals, families or corporate groups and impact on corporate governance and economic development.Using Sri Lanka as an illustrative example, Corporate Ownership and Control sets out the implications of corporate ownership and control structures on the governance of companies, and suggests a reform agenda to meet the challenges posed by such structures. Any analysis into the reform of corporate governance in developing countries should begin with a focus on the local market structures that define its adaptation and effectiveness. The issues explored in the book provide an insight into ownership and control structures in Sri Lanka, the costs and benefits of such structures, and the necessary reform framework to promote effective corporate governance. The analysis can be used to both understand the impact of ownership structures on corporate governance, and suggest how corporate governance issues arising from such structures should be resolved in order to promote economic development and growth.
