This Background Paper describes and assesses current concepts for directed-energy ballistic missile defense in space. Its purpose is to provide Members of Congress, their staffs, and the public with a readable introduction to the so-called 'Star Wars'technologies that some suggest might form the basis of a future nationwide defense against Soviet nuclear ballistic missiles. Since these technologies are a relatively new focus for U.S. missile defense efforts, little information about them has been readily available outside the expert community. Directed-energy or 'beam' weapons comprise chemical lasers, excimer and free electron lasers, nuclear bomb-powered x-ray lasers, neutral and charged particle beams, kinetic energy weapons, and microwave weapons. In addition to describing these devices, this Background Paper assesses he prospects for fashioning from such weapons robust and reliable wartime defense system resistant to Soviet countermeasures. The assessment distinguishes the prospects for perfect or ear-perfect protection of U.S. cities and population from the prospects that technology will achieve a modest, less-than-perfect level of performance that will nonetheless be seen by some experts as having strategic value. Though the focus is technical, the Paper also discusses, but oes not assess in detail, the strategic and arms control implications of a major U.S. move to develop and deploy ballistic missile defense (BMD).

The United States Army is looking for ways to defend against missile and mortar attacks. In this book, the National Research Council assesses a plan to create a 100 kW mobile, solid-state, laser weapon that could defend an area several kilometers in diameter. The NRC provides several recommendations: A 100 kW Laser is of limited value, so the program's goal should be a 400 kW weapon. The Army should proceed with the program in stages, focusing first on a rugged transportable platform for the weapon using existing 25 kW laser technology, then directing resources toward 100kW and 400 kW weapons. The Army should perform a detailed, quantitative study of the effectiveness of a high energy, solid-state laser weapon against future threats. The Army should continue to participate in U.S.-based and international research on high-energy lasers and related equipment. The committee found substantial benefits for the Army's solid-state laser program from other programs outside the Army. The Army should conduct risk-assessments that investigate the effects that a high energy laser may have on other airborne platforms in the vicinity of the target. The Army should study eye safety for both the operators of the laser and for civilians. The results of these studies should be integrated into the development of the weapon.

The growth of ballistic missile platforms and the sophistication of these systems are evolving at a pace that no longer allows the luxury of long lead times for defensive counter-measures. In order to address this complex and increasingly growing danger, the U.S. must move beyond the initial missile defense deployment stages of recent years and focus on deploying a system capable of providing comprehensive protection of America's homeland. This defensive network must also be able to dissuade would-be missile possessors from costly investments in missile technologies, and to deter future adversaries from confronting the United States with ballistic missiles carrying WMD. Additionally, America's strategic objective should make it impossible for any adversary to influence U.S. decision-making in times of conflict through the use of missile platforms or WMD blackmail. These priorities necessitate the deployment of a system capable of constant defense against a wide range of missiles in all phases of flight: boost, midcourse, and terminal. A multi-layered system, encompassing extended-range conus and theater-based defense assets would provide multiple opportunities to destroy incoming missiles originating from any point around the world.However, a truly global capability cannot be achieved without incorporating interdiction capabilities through space as one of its key operational enablers. In the twenty-first century, space has replaced the seas as the ultimate frontier for commerce, technology, and national security. Interdiction capabilities navigating through space affords maximum opportunities for missile interception on a global scale. As directed energy technology continues to mature, lasers could one day provide a viable interdiction capability through space to defend the U.S. against the growing threat of missile attack.Two directed energy weapon systems that could provide this network are the free-electron laser and the space-based relay mirror. Although still early in the technological development stages, these two systems hold great promise for creating a robust, defense network capable of extended-range operations. The introduction of directed energy weapons into twenty-first century naval forces has the potential to change naval tactics as fundamentally as the transition from sail to steam. Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.
