The non-digital labor market does not offer enough employment opportunities for the high number of people who enter the labor market. However, many hurdles are encountered when attempting to seize this opportunity and enable potential digital workers to work in the digital space. This paper aims to promote understanding of issues related to the digital divide, gender digital divide, geographical dispersion of digital work, and adverse digital inclusion. First, the lack of access to ICT is discussed, especially for those living in Sub-Saharan Africa where digital infrastructure is inadequate. It then analyzes the geographic distribution of digital work and examines how this could negatively impact African digital workers and encourage exploitation. In addition, it is discussed that there are also problems with the integration of people into the digital world of work since digital companies benefit from a lack of regulatory framework for digital workers in Sub Saharan Africa and therefore use predatory practices. It is argued that inclusion is not a panacea against poverty as wages for digital workers are particularly low in Sub-Saharan Africa. Both aspects – the digital divide and adverse digital inclusion – are analyzed from a gender perspective. This paper attempts to shed light on inequalities arising from unequal access to digital technology and inequality arising from inclusion in the digital labor market. It ends with a proposal of possible solutions and political implications.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

In turn, it evaluates financial inclusion in the context of specific challenges faced by unbanked and underbanked customers, who are easy targets for cyber criminals because they tend to have lower levels of digital literacy. Sub-Saharan Africa is uniquely positioned significantly increase its current agricultural productivity to lift the region’s more than 400 million people out of extreme poverty and improve the livelihood of approximately 250 million smallholder farmers and pastoralists in the region. To achieve that, substantive digital transformation of the agriculture sector is required through improved infrastructure and increased access to and use of digital technologies for agriculture. To improve the current understanding of sub-Saharan Africa’s digital agriculture landscape, the Food and Agriculture Organization of the United Nations (FAO) and the International Telecommunication Union (ITU) undertook this study in 47 countries. The report is composed of 47 desk-based country case studies against six thematic focal areas, the aim of which is to present a snapshot of the status of digital agriculture in each country. This is followed by highlights of the main findings of the analysis of the country profiles with suggested steps for future action. The findings of the study are presented to FAO and ITU Member States, as well as all relevant stakeholders with the purpose of advancing and supporting investment in digital transformation of the agricultural sector in sub-Saharan Africa.
