The majority of governments are moving towards electronic ones in the aim of improving their relationship with citizens, increasing efficiency and reducing costs, and facilitating economic development. However, implementing e-government and moving services on line is not an easy process. The primary objective of this thesis was to develop an approach that governments could adopt as they move towards electronic ones. Then, we applied this approach to the Lebanese e-government experience; we examined the Lebanese e-government strategy and other achievements on the different dimensions of e-government. To achieve our purpose, we gathered information from a quite vast list of sources, which includes. books, research papers, newsletters, government records, conferences and others, both hard copies and web references. The major findings of this thesis were that governments moving to electronic ones should take a holistic approach to e-government. implementation. They should put the Information and Communication Technology (ICT) infrastructure in place, build national and public sector capacity, and establish a legal and regulatory framework for e-government. As for the Lebanese e-government experience, we examined the E-government Strategy Document for Lebanon and concluded that the strategy considers the recommended approach to e-government implementation, and there are many achievements on each of its dimensions. However, a lot more is to be done if the strategy is to be fully implemented as planned, in 2010.

A recurrent proposition advanced in this book is that Lebanese sectarian consociationalism has been both a cure and a curse in the formulation of political settlements and institution building. On the one hand, and in contrast to many surrounding Arab regimes, consociational arrangements have provided the country with a relative democratic political life. A limited government with a strong confessional division of power and a built-in checks and balance mechanism prevented the emergence of dictatorship or monarchy. On the other hand, a chronic weak state has complicated efforts for nation building in favour of sectarian fragmentation, external interventions, and strong polarization that periodically brought the country to the verge of total collapse and civil war. While examining Lebanese sectarian politics of conflict and concession during different historic junctures many revelations are made that underlie the role of domestic and international forces shaping the country’s future. Presenting an implicit description of the power and functions of the various branches of government within the context of sectarian consociationalism, this book is an important introductory text for students of Lebanese Politics and Middle Eastern politics more broadly.

Lebanon is considered one of the freest countries in a region dominated by dictatorships. However, it is plagued by sectarian divisions and a confessional government system. Political groups often form around sects and traditional feudal leaders, almost all of whom are supported by foreign countries. Media development, and digital media in particular, reflects this harsh reality. Thanks to digital media, Lebanon's residents have access to a variety of news platforms, from 24-hour cable channels to internet sites and text message services. Despite easy access to Al Jazeera, Al Arabiya, CNN, BBC, and others through subscriptions to pirated cable bundles or satellite receivers, Lebanese households prefer local news channels. Most of the country's news media outlets support and represent the agenda of a political personality or party. And most of them are owned, managed, or financed by local or regional powers. Digitization has had little or no effect on changes in the media market or the impact of ownership on media performance and independence. This may be because Lebanon remains in a protracted state of transition to digitization, exacerbated by a rough political climate. Although the government has occasionally tried to improve this situation, Lebanon will have to make gigantic efforts before it can hope to embrace the digital era with a set of laws and regulations that could meet the needs of citizens and business.
