This report presents the details of a study conducted to develop pavement performance prediction models and decision trees for various families of pavements, using the data available with the City of Cincinnati. Required data was acquired from city's pavement inventory database. The road network was divided into two classifications namely, major roads and minor roads. These roads were further grouped based on their structural makeup. Statistical regression models were developed for each group. A decision tree was developed to suggest appropriate maintenance and rehabilitation activities based on the condition of the pavement. The city engineers can use these models in conjunction with their pavement management system to predict the future condition of the highway network in Cincinnati and to implement cost effective pavement management solutions. Using the methodology developed in this study, the engineers can also further improve the accuracy of the models in the future.

Prediction models for pavement deterioration of major roads in Miyazaki Pre-fecture, Japan, using falling weight deflectometer (FWD) data are presented. The models would be incorporated in a pavement management system (PMS), for the prefecture, which is under development. At first, a relation between Japanese maintenance control index (MCI) and cumulative equivalent single axle loads (CESAL) was established. MCI was computed using variables that were automatically measured by a vehicle mounted with laser beam, cameras and profilometers. AASHO performance equation provided the basis for the development of these new models. Strength (deflection) factor was introduced into the coefficient that controls the slope of the performance curve through multiple regression analysis. Given FWD deflection and CESAL, these models could predict the trend of future pavement deterioration. This method increases the range of applicability of FWD data and may complement pavement condition rating systems that provide a measure of current pavement conditions only.

For each pavement distress, the POS requires models which predict the probability that a given distress level occurs at some time in the future. This K-TRAN project investigated the mechanistic and empirical-mechanistic models and techniques advanced in research conducted by the National Cooperative Highway Research Program (NCHRP) and the Strategic Highway Research Program (SHRP). "The current performance-related specifications (PRS) methodology has been under development by the Federal Highway Administration (FHWA) for several years and has now reached a level at which it can be implemented by State highway agencies. PRS for highway pavements depend heavily on performance prediction models to determine the impact of varying levels of construction quality. This study focused on the improvement of the key distress and smoothness prediction models used in the PRS for jointed plain concrete pavement (JPCP). Performance models for transverse joint faulting, transverse slab cracking, transverse joint spalling, and smoothness (International Roughness Index [MI]) were evaluated and then improved substantially. This was accomplished using a comprehensive national database of JPCP performance data, along with sound statistical and engineering techniques. Performance model calibration guidelines were also developed so that a State cari calibrate any of these models specifically to its pavement performance data. The PaveSpec PRS demonstration software was upgraded to Version 3.0 under this study. Some of the specific improvements incorporated in PaveSpec 3.0 include: 1) incorporation ofyim proved distress indicator models, as well as the ability to calibrate or modify the default models, 2) sensitivity analysis capabilities, 3) expected pay charts, and 4) online help.
