Since the Earth Summit of 1992, the concept of sustainable development has gained rapid interest in global policy debate—which incurs effective policy solutions in any forest management. Mangroves are coastal forests, commonly found in the tropics and subtropics, where they fulfil many necessary functions from the productive, protective, and social points of view. A large number of multidisciplinary actors ranging from international to local level are actively engaged with perceived issues concentrated on mangrove forest policies irrespective of any geographical location. Nonetheless, given their financial, technical, and expertise-related means, the active actors are expected to have a considerable degree of conflicts and competition showing formal and informal influences over policy issues. Moreover, by allocating financial means and sub-delegating authoritative power, actors at multiple jurisdictions may gain power and serve interests in mangrove governance. Hence, the study attempts to describe and explain the bureaucratic rivalry among the actors in mangrove forest policy and management at the meta-level. In doing so, the author employed the Sundarbans of Bangladesh — the world’s largest contiguous tract of mangrove forest – as an illustrative case in policy formulation and implementation.

Zusammenfassung: This report is part of the study 'Nature and impact of German bilateral development cooperation in the forest sector' of the Institute of Forest Sciences at the University of Freiburg which explores scope, organization, impacts and policy trends of forest related bilateral German development cooperation in the context of overall international development assistance and with a particular comparative perspective on the case study countries Cameroon, Democratic Republic of the Congo, and Indonesia. This report focuses on the case study country Indonesia and explores the forest problematic and context of forest related German development cooperation in Indonesia as well as the influence and effectiveness of this cooperation. The report furthermore attempts an analysis of different approaches to forest protection and management, and includes an exploration of their suitability to achieve environmental and social goals of German development policies in the Forestry Sector as well as an assessment of various instruments applied in the context of these approaches.Chapter 2.1 provides an overview and analysis of the forest problematic and the socioeconomic and political context of forest related German development cooperation in Indonesia with a particular focus on Indonesia's involvement in the REDD preparatory process as well as problems regarding land tenure issues and forest dependent communities.Chapter 2.2 analyses forest related funding, programs, projects, and actors of bilateral German development cooperation in Indonesia in the context of overall German development assistance in Indonesia and the Southeast Asian region. In Chapter 2.3 two major programs of forest related bilateral German development cooperation in Indonesia are analyzed. The Forests and Climate Change Programme (FORCLIME) addresses the whole forestry sector in Indonesia. The review and assessment of the program is based on public documents and publications as well as on interviews with staff from all organizational levels of the program and people involved in activities of the program, with a particular focus on measures addressing community based forest management in Kalimantan. Another major focus of forest related German development cooperation in Indonesia is the support for Ecosystem Restoration Concessions (ERC). The analysis of this instrument concentrates on the Harapan Rainforest Project on Sumatra and is based on public documents and literature as well as on interviews and information from Harapan staff and other actors involved in the establishment of ERCs in Indonesia. Impacts of the ERC on forest dependent communities as well as national and transnational discourses regarding the Harapan Rainforest Project have been in the focus of the study.The concluding Chapter 2.4 provides a synthesis of the findings with regard to forest related bilateral German development cooperation in Indonesia. The chapter addresses problems and challenges found in the context of the study, assesses impacts and effectiveness of forest related German development cooperation in Indonesia, and suggests possible improvements with regard to future development cooperation. It furthermore provides an analysis of strategies and instruments of forest related development cooperation in the context of changing discourses on environment and development and reflects about the significance of related mindsets for the determination and implementation of development policies in the forest sector.The study is mainly based on the review and analysis of publicly available data on Official Development Assistance (ODA) and development projects as well as related documents, studies and literature. This book offers information and insights into the potential of market and policy instruments in improving the state of the world's forests. It advocates the use of the concept of optimal mix of markets and policies as an approach to view the appropriate and operational roles of market and government in dealing with forestry issues. It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. Part III focuses on the importance of forests and is primarily aimed at those outside the forest sector. Current innovations in information technology and the fast removal of government regulations have enabled forest industry corporations to invest on a larger scale in optimal locations worldwide. The rapid expansion of forest plantations in the South is a response not only to globalization but also to the expanding conservation pressures in the North. Part IV is the global forum that introduces a few topical forest sector issues affecting the world as a whole. The role of the G8 economic powers in the development of the world's forests is studied from the days of imperialism to the current Action Programme on Forests, and the implementation of the programme is followed up. A number of comparative analyses of countries are presented. The impacts of globalization on the forest sector in the Russian Far East and reforms in support of sustainable forest management in Russia are the two final themes of the book.
