The growing recognition of the potential of local institutions to assure the sustainability of natural resources has motivated the devolution of the management and responsibility over local commons from the state to local user groups. In Ghana, farmer management of irrigation systems has become an important component of policies for irrigation development and reform. While numerous examples of successful local irrigation management exist in different parts of the world, there are several cases of failure that sometimes lead to a complete system breakdown. Using a dataset from community managed irrigation schemes in northern Ghana, this study examines the reasons why communities differ in terms of economic, distributional and environmental outcomes of the devolution program. Among others, the study finds the resistance of landlords to a land redistribution policy to have a detrimental effect on the success of collective action for local management of the irrigation schemes. The ability of the user groups to tackle local asymmetries for promoting equity and forming appropriate institutions to motivate cooperative behavior is essential for achieving sustainable local management of the irrigation schemes.

The "tragedy of the commons" is a central concept in human ecology and the study of the environment. The governance of natural resources used by many individuals in common is an issue of increasing concern to policy analysts. Both state control and privatization of resources have been advocated, but neither the state nor the market have been uniformly successful in solving common pool resource problems. After critiquing the foundations of policy analysis as applied to natural resources, Elinor Ostrom here provides a unique body of empirical data to explore conditions under which common pool resource problems have been satisfactorily or unsatisfactorily solved. Dr Ostrom uses institutional analysis to explore different ways - both successful and unsuccessful - of governing the commons. This volume offers a synthesis of what is known about very large and very small common-pool resources. Individuals using commons at the global or local level may find themselves in a similar situation. At an international level, states cannot appeal to authoritative hierarchies to enforce agreements they make to cooperate with one another. In some small-scale settings, participants may be just as helpless in calling on distant public officials to monitor and enforce their agreements. Scholars have independently discovered self-organizing regimes which rely on implicit or explicit principles, norms, rules and procedures rather than the command and control of a central authority. The contributors discuss the possibilities and dangers of scaling up and scaling down. They explore the impact of the number of actors and the degree of heterogeneity among actors on the likelihood of cooperative behaviour.

Advances in the social sciences have emerged through a variety of research methods: field-based research, laboratory and field experiments, and agent-based models. However, which research method or approach is best suited to a particular inquiry is frequently debated and discussed. Working Together examines how different methods have promoted various theoretical developments related to collective action and the commons, and demonstrates the importance of cross-fertilization involving multimethod research across traditional boundaries. This book analyzes how global, regional, and national trade policies have influenced the domestic agricultural food market in Ghana. Through a detailed investigation of the tomato sector in the Upper East Region, a theoretical analysis of risks, power, and the moral market shows a complex market structure dominated by powerful tomato market queens who control the market. Empirical evidence reveals a market chain captured by local actors at various levels who, in an attempt to protect their position, exhibit a moral obligation towards traders by assisting them to buy at cheap prices at the farm gate. At a higher level, the book presents challenges confronting Ghanaian tomato farmers as they are faced with a flooding of the domestic market with tomato paste from European countries and a weak processing sector.
