The role of water in our communities, from local to regional and right up to global levels, poses a series of key questions about climate change, about the anthropogenic impact on the environment, and about all the interconnected actions and events that affect the availability and quality of the resource. All these questions share a common demand for more scientific knowledge and information. Based on the suggestions made by the speakers of Plenary Session IV “Ch- lenges to the management of water resources and to countering deserti cation in the Mediterranean region” during the 15th Economic and Environmental Forum, the OCEEA proposed to organize a workshop on “Water Scarcity, Land Degra- tion and Deserti cation in the Mediterranean region – Environment and Security Aspects”. In order to build on common synergies, OSCE sought co-operation with c- leagues from NATO, in particular from the Science for Peace and Security P- gramme. NATO has a longstanding expertise on the issue and had organised in Valencia, in December 2003, a NATO scienti c workshop on “Deserti cation and Security in the Mediterranean Region”. The objective of the new proposed wo- shop would be to broaden its focus from the scienti c community to include also policy makers. 1 The workshop, aimed at government of cials from the Mediterranean Region, gathered representatives of Water management, Land degradation and Desert- cation Departments of Ministries of Environment and representatives from the Ministries of Foreign Affairs. In addition, policy makers, scientists and experts were also invited. The aim was to discuss how the OSCE, NATO and other c- petent organizations like the UNCCD, UNEP, MAP, and the EU could play a role in ensuring that environment and security linkages in terms of water scarcity, land degradation and deserti cation are addressed in the Mediterranean Region.

This book explores the reasons for a recent securitization of climate change, and reveals how the understanding of climate change as a security threat fuels resilience as a contemporary political paradigm. Since 2007, political and public discourse has portrayed climate change in terms of international or national security. This increasing attention to the security implications of climate change is puzzling, however, given the fact that linkages between climate change and conflict or violence are heavily disputed in the empirical literature. This book explains this trend of a securitization of global warming and discusses its political implications. It traces the actor coalition that promoted the idea of climate change as a security issue and reveals the symbols, narratives and storylines that make up this discourse. Drawing on three detailed case studies at the international level of the United Nations, the regional level of the Euro-Mediterranean and the national level of the UK, the book reveals how climate change is turned into a non-linear and unpredictable threat. The resulting complexity discourse prevents the adoption of any exceptional measures and instead presents resilience as the only way to cope with the climate threat. This book shows that we can only grasp the complexity of the securitization process and its implications in the climate change case by comparing it at different political levels over a longer period. By developing a securitization framework the book makes an important contribution to the ongoing debate on security and resilience in critical security studies. This book will be of much interest to students of critical security studies, resilience, environmental studies, global governance and IR in general.

This book serves the purpose of showcasing some of the works in respect of applied research, field projects, and best practice to foster climate change adaptation across the region. Climate change is having a much greater impact in the Mediterranean than the global average. In the Paris Climate Agreement, the UN member states pledged to stop global warming at well below two degrees, if possible at 1.5 degrees. This mark, which is expected elsewhere only for 2030 to 2050, has already been reached in the region. The situation could worsen in the coming years if the global community does not limit its emissions. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries in the Mediterranean region on the one hand, but also on the many problems it faces on the other, which prevent adaptation efforts. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic, and political problems posed by climate change in the region, in order to replicate and even upscale the successful approaches used. It is against this background that the book "Climate Change in the Mediterranean and Middle Eastern Region" has been produced. It contains papers prepared by scholars, practitioners, and members of governmental agencies, undertaking research and/or executing climate change projects, and working across the region.
