The BSE Inquiry
Author: Lord Nicholas Phillips
Publisher:
ISBN:
Category : Medical
Languages : en
Pages : 178
Book Description
This volume describes the system of government administration within which Ministers and their civil servant operated during the period 1986 to 1996. It focuses in particular on the process of decision-making in the Ministry of Agriculture, Fisheries and Food (MAFF) and the Department of Health (DH). It also looks at some of the managerial preoccupations of officials and Ministers during the period 1986-1996, as the policy on BSE was being made. A point repeatedly made by witnesses giving to the Inquiry was that decision-making was a 'collegiate' process involving both Ministers and officials. Some witnesses went on to argue from this that no individual should be regarded as responsible for the decisions taken. This view is not shared in this report but the report does consider that judgements about individual's responses to BSE require an understanding of the normal workings of government and of the expectations and constraints that these impose. There are 3 annexes to the report: annex 1 illustrates the structures of MAFF and of DH and how they changed over the period described, focusing on the units that were dealing with BSE and new variant CJD; annex 2 outlines the development of risk assessment and annex 3 outlines the development of the Government's Deregulation initiative from 1983 to 1996.

Law in Environmental Decision-making
Author: Tim Jewell
Publisher: Oxford University Press
ISBN: 9780198260776
Category : Law
Languages : en
Pages : 338
Book Description
This collection of essays adopts a distinctive approach to environmental legal issues. The contributors represent a variety of specialisations, ranging from public law to international law and international relations. Some essays are written from within a UK domestic law perspective, butothers adopt a broadly comparative, supra-national or international approach. The contributors do not assume that problems and solutions in 'environmental law' should be perceived as wholly distinct from the preoccupations of existing legal specialisms. New and proposed legal responses inevitably build on or employ established legal techniques, rather than startingcompletely afresh. The contributors do however, regard environmental problems as posing or at least illuminating significant challenges to received patterns of legal thought. In the light of this, the contributors therefore investigate aspects of law's influnce in environmental decision-making, andconsider whether legal institutions and forms of thought can respond adequately to the challenge of environmental change.

Transparency in Government Operations
Author: Mr.J. D. Craig
Publisher: International Monetary Fund
ISBN: 155775697X
Category : Business & Economics
Languages : en
Pages : 50
Book Description
Transparency in government operations is widely regarded as an important precondition for macroeconomic fiscal sustainability, good governance, and overall fiscal rectitude. Notably, the Interim Committee, at its April and September 1996 meetings, stressed the need for greater fiscal transparency. Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.
