Book Description
This book contains a selected number of papers which were fIrst presented at the VIllth World Congress of Comparative Education in Prague, July 8--14, 1992. The Executive Committee of the World Council of Comparative and Education Societies had gladly accepted the bid made by the (at that time still united) Czech and Slovak Comparative Education Society to organise this congress in their beautiful and historic capital. The choice of Prague, underlined by President Vaclav Havel's patronage, as well as the Congress theme, were intended as a demonstration of the (re-)opened communication among educationists allover the world, as a result of the peaceful upheavals ('velvet revolutions') which were awakening the countries of Central, South East and East Europe in those days. It is true that a good part of the en thusiasm has faded since then and given way to manifestations of disenchantment. Education can be regarded as a striking example of the recent developments between "euphoria" and "normalcy".

Book Description
Elections have always been an integral part of post-independence African politics and have assumed utmost importance in the course of recent democratisation processes. However, comparative research on the political development in Africa lacks reliable electoral data. Elections in Africa fills this cap. The handbook is the only reliable source for African elections from independence to present. In the first volume of this series, Elections in Africa presents a country-by-country study of African nations that provides a comparative introduction on elections and electoral systems. Each country chapter examines the history of the institutional and electoral arrangements, the evolution of suffrage and current electoral provisions. Precise and exhaustive data on national elections and referendums are presented comparatively. The book provides a definitive and comprehensive set of data on elections and electoral systems in order to facilitate comparative research. Data is presented in a systematic manner allowing for both historical and cross-national comparisons.

Book Description
Cameroun was conceived in 1947 at the Unicafra Congress in Douala, attended by all the aspiring political actors, from which sprung Racam (Rassemblement Camerounais) that declared itself the Cameroun government in embryo. Shocked by that effrontery, the French colonial state immediately banned Racam. From the ruins of Racam emerged Union des Populations du Cameroun (UPC) in 1948 that stood opposed to French policies in Cameroun. It opposed France in Cameroon for ten years until the French assassinated its leaderRuben Um Nyobein September 1958. In January 1959 France decolonized and granted Cameroun independence at a time when the people were still reeling from the trauma of Um Nyobes death. Cameroon: Traumas of the Body Politic examines the traumatic events that have shaped the contours and influenced the trajectory of Cameroons political history from the 1940s to the 1990s: the momentous power shifts of 1958 and 1959 in the two Cameroons; rupture of coastal and hinterland cooperation in Southern Cameroons; the political revolution called anlu that changed the course of politics in Southern Cameroons; the disappointment of reunification and the genesis of the Anglophone Problem; Ahidjos quarter-century reign of terror; the succession schism, attempted coup dtat, political liberalization, and the New Deal Society experiment; the quest for multipartyism and Operation Ghost Town, etc. These events are explored anew through critical analysis, synthesis, and re-interpretation with uncommon explanatory power.

Book Description
Research on the relationship between technology dynamics and Public Administration (PA) began some years ago and was inspired by the realization that technological development has produced a far-reaching interaction with PA. It is emphasized how technological development and PA influence each other, as investments are managed by public agencies. There are some branches of PA that heavily rely on technology for their activities; such as the defense sector, the space agencies, the agencies for environmental protection, and those that are responsible for food control and safety and so on. Some technological advancements have found fertile ground in PA. The impact of technologies such as ICT or space technologies on PA is from a political and social point of view the most important. The adoption of such technologies can make it possible to offer more services to citizens. The adoption of new technologies can also enhance the efficiency and effectiveness of the bureaucratic apparatus and can even influence positively the mechanisms of political representation. The most interesting applications of technology are those relating to earth observations because these are able to strengthen en
