This book investigates US foreign policy and tests the hypothesis that transition-inspired democracy promotion will successfully establish liberal democracy around the world, and thus fulfil the aims of the American mission and its application of the democratic peace. It features two detailed case studies exploring political liberalization in Bosnia and Afghanistan, and suggests that the conclusions are applicable to other cases by highlighting the US mission in Iraq. The author critically examines US foreign policy in a theoretical and historical context, focusing on the United States Agency for International Development’s (USAID) democracy assistance. It demonstrates that if liberal democracy is the end-goal of USAID’s strategy then the theoretical and practical limitations of transition-inspired assistance will impede the attainment of this goal. In examining US democracy promotion in Bosnia, Afghanistan and Iraq during the Clinton and Bush administrations, the book concludes by considering its future during the Obama administration. Promotion of democracy in post-war and post-conflict societies became a topic during the 1990s. The book deals with the legality, legitimacy and effectiveness of military interventions where the international community of states not only felt impelled to engage in military humanitarian or peace-building missions but also in long-term state- and democracy-building. External actors particularly engaged in four modes, namely enforcing democratization by enduring post-war occupation (mode 1); restoring an elected government by military intervention (mode 2); intervening in on-going massacres and civil war with military forces (‘humanitarian intervention’) and thereby curbing the national sovereignty of those countries (mode 3) and forcing democracy on rogue states by ‘democratic intervention’, in other words democracy through war (mode 4). The contributions link juridical and philosophical reflections on just war ad bellum with empirical evidence post bellum in Afghanistan, Georgia, Serbia, Croatia, Cambodia and East Timor. All empirical analyses stress the complexity and difficulties to establish democracy in post-conflict societies driven or monitored by external actors. Such an endeavour implies a comprehensive agenda of political, social, and economic methods of peace-building. However, if external actors withdraw before the roots of democracy are deep enough and before democratic institutions are strong enough to stand alone, then the entire endeavour may fail. This book was originally published as a special issue of Democratization.

The recent "Arab spring", with its popular uprisings in many Arab countries, has exposed the ambiguity at the heart of American promotion of democracy in the Middle East. The US invasions of Afghanistan and Iraq were packaged as democracy promotion, as heralding the beginning of a new phase in the politics of the Middle East when democracy would replace authoritarian regimes. Many of these authoritarian regimes, however, were sustained by US support. The recent popular uprisings threaten to bring democracy without promotion by the US, and threaten to overthrow regimes previously supported by the US and important for US strategy in the region – hence an initial hesitant response by the US to some of the uprisings. This book explores the contradictions in American democracy promotion in the Middle East. It discusses the principles underlying US democracy promotion, and the debates surrounding US policy formation, and examines the application of US democracy promotion in specific cases. It concludes by assessing the likely future patterns of US engagement with democratic reform in the Middle East.
