Gone is the traditional bilateral relationship, the old-fashioned mode of delivering aid, and the perception of the third world as a homogenous block of poor countries in the south. Delivering Aid Differently describes the new realities of a $200 billion aid industry that has overtaken this traditional model of development assistance. Delivering Aid examines local welfare practices, policies, and debates during the late nineteenth and early twentieth centuries in a diverse collection of western communities including Protestant cash-crop homesteaders, Catholic Hispanic subsistence farmers, miners in a dying mining center, residents in a dominant regional city, Native Americans on an Indian reservation, and farmers and workers in a stable mixed economy. Krainz investigates how communities used poor relief, mothers' pensions, blind benefits, county hospitals, and poor farms, as well as explains the roles that private charities played in sustaining needy residents. Delivering Aid challenges existing historical interpretations of the development of America's welfare state. Most scholars argue that the Progressive Era was a major transformation in welfare practices due to new theories about poverty and charity. Yet drawing on evidence from local county pauper books, Krainz concludes that by focusing on implementation welfare practices show little change. Still, assistance varied widely since local conditions--settlement patterns, economic conditions, environmental factors, religious practices, existing relief policies, and decisions by local residents--shaped each community's welfare strategies and were far more important in determining relief practices than were new ideas concerning poverty.

Delivering aid differently was written at a time when the future of foreign aid is being fiercely debated. The book includes an overview; case studies of Aceh/Indonesia, Cambodia, Ethiopia, Kenya, Pakistan, and Tajikistan; and thematic chapters on joint assistance strategies, information systems, and humanitarian aid. This new aid environment is characterized by three important shifts that have emerged in the last decade: 1) strong growth in many developing countries has redefined the role of aid; 2) the donor landscape has changed fundamentally over the last decade, a trend that will likely accelerate in the coming years; and 3) innovation, especially in information technology, has started to reshape development aid. Knowledge transfer has become as important as financial aid, and combining the two can be remarkably transformative. The author advocates two institutional changes. First, authors encourage the development of one (or more) geographically based development authorities within poor countries, with a focus on providing the information that is needed to run an efficient aid program. “Has there ever been a better reason to shop?” asks an ad for the Product RED American Express card, telling members who use the card that buying “cappuccinos or cashmere” will help to fight AIDS in Africa. Cofounded in 2006 by the rock star Bono, Product RED has been a particularly successful example of a new trend in celebrity-driven international aid and development, one explicitly linked to commerce, not philanthropy. In Brand Aid, Lisa Ann Richey and Stefano Ponte offer a deeply informed and stinging critique of “compassionate consumption.” Campaigns like Product RED and its precursors, such as Lance Armstrong’s Livestrong and the pink-ribbon project in support of breast cancer research, advance the expansion of consumption far more than they meet the needs of the people they ostensibly serve. At the same time, such campaigns sell both the suffering of Africans with AIDS (in the case of Product RED) and the power of the average consumer to ameliorate it through familiar and highly effective media representations. Using Product RED as its focal point, this book explores how corporations like American Express, Armani, Gap, and Hallmark promote compassionate consumption to improve their ethical profile and value without significantly altering their business model, protecting themselves from the threat to their bottom lines posed by a genuinely engaged consumer activism. In a fragile and conflict-ridden context such as the Gaza Strip, where the de facto Hamas government faces isolation and lacks international recognition, the provision of aid and development schemes challenges donors and CSOs delivering services to Palestinians. This volume examines how international donors influenced the reconstruction and recovery policy agenda as well as its implementation. Moreover, as a result of the no-contact policy, recovery and reconstruction schemes were delivered with limited involvement from the de facto Hamas government, raising questions about the efficacy of the “governance without government” concept.
