The 1994 Defense Science Board (DSB) Summer Study on Military Operations in Built-up Areas (MOBA) was asked to assess DoD's current capabilities to conduct military operations (including peacemaking and peacekeeping) in urban terrain. The Board focused on operations other than war (OOTW) in an urban environment OOTW can include periods of intense, localized combat. Many of the requirements and proposed solutions for OOTW are relevant to war in cities. The solutions are also relevant in low intensity conflict and in operations that provide humanitarian aid, where minimization of casualties is especially important. The guidance in the Terms of Reference (TOR, see Appendix A) requested that the Board examine: * The potential for U.S. involvement in MOBA * The characteristics of urban operations * Shortcomings in current capability and operational needs (especially regarding survivability, sensors, platforms, navigation, and communication) * Innovative solutions leading to a recommended focus for future efforts. Addressed, were operations that might involve combat, not solely deterrence, psychological operations (PSYOPS), or other noncombat forms of conflict resolution. The study examined: improvements to sensors; weapons (lethal and nonlethal); command, control, communications, and intelligence (C3I) systems; and doctrine. It also focused on solutions to issues that could be accomplished in a relatively short time, and that do not require beginning major new programs.

The capacity and means by which the American Armed Forces defend their nation are entering a paradigm-breaking transition period. Previous transitions have been driven by the technologies of weapons and their platforms. This is not so in the 21st century. Taking the information revolution as a starting point, Battle-Wise argues that only by strengthening the relationship between information technology and brain matter will the U.S. military enhance its ability to outsmart and outfight future adversaries. Impending technological advances will widen an adversary’s attack plane over the next decade. Visualizing what the future will hold, and what new threat vectors could emerge, is a task that traditional planning mechanisms struggle to accomplish given the wide range of potential issues. Understanding and preparing for the future operating environment is the basis of an analytical method known as Threatcasting. It is a method that gives researchers a structured way to envision and plan for risks ten years in the future. Threatcasting uses input from social science, technical research, cultural history, economics, trends, expert interviews, and even a little science fiction to recognize future threats and design potential futures. During this human-centric process, participants brainstorm what actions can be taken to identify, track, disrupt, mitigate, and recover from the possible threats. Specifically, groups explore how to transform the future they desire into reality while avoiding an undesired future. The Threatcasting method also exposes what events could happen that indicate the progression toward an increasingly possible threat landscape. This book begins with an overview of the Threatcasting method with examples and case studies to enhance the academic foundation. Along with end-of-chapter exercises to enhance the reader’s understanding of the concepts, there is also a full project where the reader can conduct a mock Threatcasting on the topic of “the next biological public health crisis.” The second half of the book is designed as a practitioner’s handbook. It has three separate chapters (based on the general size of the Threatcasting group) that walk the reader through how to apply the knowledge from Part I to conduct an actual Threatcasting activity. This book will be useful for a wide audience (from student to practitioner) and will hopefully promote new dialogues across communities and novel developments in the area.

This study seeks to help the Army identify options to improve its future (i.e., circa 2016) training strategies for Brigade Combat Teams (BCTs) equipped with Future Combat System (FCS) technologies. Key findings are that live training will need to remain at the core of training programs for FCS units, and that adaptation to changing operational requirements will be a primary training challenge. Overall, the findings indicate that planned training enhancements can provide important improvements across a wide spectrum; however, the overall training capability achieved will likely be less than that needed to meet future training requirements. Unit time, the potential for technological advancement, and training budgets were found to be key constraints. While the study stresses greater emphasis on training manpower support in battle command training as the Army's best chance for significant near-term improvement, it concludes that longer-term improvement will depend on how closely the Army monitors and manages its enhancement programs. The process of shaping and balancing future training enhancements, for example, would benefit from better information and improved evaluative capabilities. These changes would be further enhanced by developing better metrics for the quality, quantity, and adaptability of training, by continuing to improve spiral development processes to evolve training methods and means, and by improving the visibility of financial information across training categories.

From a military operational standpoint, surprise is an event or capability that could affect the outcome of a mission or campaign for which preparations are not in place. By definition, it is not possible to truly anticipate surprise. It is only possible to prevent it (in the sense of minimizing the number of possible surprises by appropriate planning), to create systems that are resilient to an adversary's unexpected actions, or to rapidly and effectively respond when surprised. Responding to Capability Surprise examines the issues surrounding capability surprise, both operational and technical, facing the U.S. Navy, Marine Corps, and Coast Guard. This report selects a few surprises from across a continuum of surprises, from disruptive technologies, to intelligence-inferred capability developments, to operational deployments, and assesses what the Naval Forces are doing (and could do) about them while being mindful of future budgetary declines. The report then examines which processes are in place or could be in place in the Navy, the Marine Corps, and the Coast Guard to address such surprises. Today's U.S. naval forces continue to face a wide range of potential threats in the indefinite future and for this reason must continue to balance and meet their force structure needs. The recommendations of Responding to Capability Surprise will help to ensure more responsive, more resilient, and more adaptive behavior across the organization from the most senior leadership to the individual sailors, Marines, and Coast Guardsmen.

The United States cannot be confident that our critical Information Technology (IT) systems will work under attack from a sophisticated and well-resourced opponent utilizing cyber capabilities in combination with all of their military and intelligence capabilities (a "full spectrum" adversary). While this is also true for others (e.g. Allies, rivals, and public/private networks), this Task Force strongly believes the DoD needs to take the lead and build an effective response to measurably increase confidence in the IT systems we depend on (public and private) and at the same time decrease a would-be attacker's confidence in the effectiveness of their capabilities to compromise DoD systems. We have recommended an approach to do so, and we need to start now!
