In 1985, Congress authorized the Defense Department (DOD) to establish a dental benefits program for family members of active duty service personnel who could no longer be accommodated on a space-available basis at military dental clinics. Through 2001, the plan will be run nationwide for DOD under a contract with United Concordia Companies, Inc. of Camp Hill, Pennsylvania. Concordia experienced a difficult and lengthy takeover from the incumbent contractor. In addition, Congress has raised concerns about the amounts that Concordia paid to dentists, the number of participating dentists, and the timeliness of claims processing and the restrictiveness of coverage. This report discusses whether (1) Concordia's fee allowances for participating and nonparticipating dentists are appropriate, (2) Concordia has established an adequate network of participating dentists, (3) Concordia's claims processing and marketing efforts meet contract requirements, and (4) DOD is ensuring that Concordia complies with contract requirements.

" DOD provides health care through TRICARE, its regionally structured health care program. In each of its regions (North, South, West), DOD uses contractors to manage health care delivery through civilian providers, among other tasks. UnitedHealth-an organization new to TRICARE-was awarded the contract in the West region. After health care delivery began, UnitedHealth experienced problems fulfilling some requirements and delivering care to TRICARE beneficiaries. GAO was asked to review the West region's transition to UnitedHealth. This report provides information on (1) the extent to which TMA provided guidance and oversight of the new contractor's transition period in preparation for health care delivery; and (2) how, if at all, TMA's guidance and oversight during the transition period contributed to issues with health care delivery. GAO reviewed and analyzed TMA guidance, contract requirements, and other relevant documentation, and interviewed TMA and UnitedHealth officials. "

Until recently, ethics programs and practices of defense contractors were self-policed. Given the significant sums spent to acquire goods and services, the Federal Acquisition Regulation (FAR) was amended twice starting in December 2007 to first mandate and later amplify contractor ethics program rules. Before FAR changes were finalized in December 2008, Congress required GAO to report in 2009 on the ethics programs of major defense contractors. This report (1) describes the extent that contractors had ethics programs before the finalization of the FAR rules that included practices consistent with standards now required by the FAR and (2) assesses the impact the new FAR rules have on Department of Defense (DOD) oversight of contractor ethics programs. To do this work, in September 2008 GAO surveyed all 57 contractors-those receiving more than $500 million in 2006 DOD contract awards-and interviewed DOD contractor oversight agency officials on the impact of the new FAR rules on oversight.
